The EGG Procurement Analyst will work under the direct supervision of the Project Manager by performing the tasks listed here-below

The incumbent will be based in UNDP BiH office in Sarajevo.

Duties and Responsibilities
Procurement activities
  1. Efficient management of procurement processes for the project
  2. Business Process Quality Assurance
  3. Facilitation of knowledge building and knowledge sharing within the Project

Procurement activities

  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies, implementation of the effective internal control, proper functioning of a client-oriented procurement management system;
  • Prepare and draft the procurement documentation of the project including RFQ, RFP and ITB as well as micro purchasing and other direct sourcing when applicable;
  • Advise on project procurement activities and sourcing strategies that meet UNDP procurement principles and liaise with relevant corporate procurement entities for advice and follow up in coordination with CO;
  • Prepare reports as requested on status of procurement activities;
  • Make presentations to national counterparts and other stakeholders on UNDP procurement process and status of specific procurement processes if needed;
  • Provide support in elaboration and implementation of cost saving and reduction strategies in project procurement;
  • Provide support in implementation of contract strategy for the project including tendering processes and evaluation, contractor appraisal, evaluation, and negotiation of offers, management of the contract and contractor, legal consideration and payment conditions, risk assessments;
  • Conceptualize, elaborate, and implement strategic procurement in the project including sourcing strategy, supply selection and evaluation, quality management, customer relation management, e-procurement introduction and promotion, performance measurement;
  • Respond in a timely manner to any queries and provide any clarification or progress/status reports relevant to project procurement that may be requested by the project management team;
  • Carry out any other tasks that might be required for the implementation of project procurement activities.

Efficient management of procurement processes for the project

  • Provide support in market research to identify availability and potential local sourcing of planned procurement activities;
  • Identify risks and undertake mitigating actions in close cooperation with project team;
  • Conduct timely and proper preparation of procurement plans for the project, establish the deadlines and monitor of their implementation;
  • Prepare and submit procurement cases to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP), if required;
  • Coordinate with CO’s General Services Unit preparation of Purchase orders and contracts in UNDP’s web management system, as well as creations of vendor profiles.

Business Process Quality Assurance

  • Facilitate business processes followed by the Project in line with UNDP regulations and rules, policies and the UNDP internal control framework;
  • Monitors risk issue logs ensuring that they are regularly filled in with indicator targets;
  • Act as project’ focal point in ensuring that all procurement activities are in line with UNDP standards and procedures;
  • Assists in timely reporting;

Facilitation of knowledge building and knowledge sharing within the Project 

  • Organization of trainings for staff within the Projects on Programme and Operations Policies and Procedures (POPP)
  • Organization of Project knowledge management activities related to procurement;
  • Synthesis of lessons learnt and best practices in projects.

Facilitation of gender equality mainstreaming within the Project

  • Ensures gender equality mainstreaming in every action related to the projects’ implementation;
  • Provides support to Project Manager in ensuring effective gender mainstreaming throughout the project activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyze in detail;

The incumbent will report to the Project Manager, as part of the UNDP Local Development Portfolio within the Good Governance Sector

Required Skills and Experience
Education:
  • Master’s degree in public administration, business, economics, law or related field;
  • Bachelor’s degree in a relevant field with additional two years of experience will be given due consideration in lieu of the master’s degree;
  • Applicants with a bachelor’s degree are required to have a minimum of two (2) years of relevant professional experience in implementation or management of public health project at the national or international level;
Experience:
  • Applicants with a master’s degree in a relevant field of study are not required to have professional work experience;
  • Applicants with a bachelor’s degree are required to have a minimum of two (2) years of relevant professional experience in procurement, administrative or project experience at the national or international level

Required Skills:

  • Knowledge of general principles of tendering;
  • Knowledge of principles of gender-responsive procurement;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Treats all people fairly without favoritism;
