JOB SUMMARY: The Hunger and Resilience Policy Advocate is a key member of CARE’s Global Advocacy Team and will lead a cross-cutting portfolio in collaboration with fellow Policy Advocates by analyzing national policies, drafting CARE policy positions, and developing appropriate advocacy and implementation strategies to advance CARE’s policy priorities. They will particularly focus on advocacy to support governments as countries transition to resilient agriculture, while reducing risk and building resilience for women and girls. The Hunger and Resilience Policy Advocate will help to analyze global reports and advise UN agencies on ways to be more gender responsive and pro-poor. In sum, the policy advocate would need to track the policies of specific countries, supported by data, and put forward ideas to country offices and the Global Advocacy Team, the Humanitarian Team, and the U.S. Programs and Policy Advocacy Department. CARE listens to women because they are integral to their families’ and communities’ health, particularly when it comes to food security and nutrition. They also have specific needs including those related to reproductive and maternal health, caregiving, hygiene, and access to education and livelihoods. CARE leverages women’s insight and partners with them to identify and reach the most vulnerable groups, households, and individuals: children under 5; pregnant and lactating women; the elderly and/or disabled; orphaned children; women and girls at risk of gender-based violence; and minority groups. The policy advocate will draw learnings and mainstream messaging from across the impact and thematic areas to ensure a comprehensive response. This position reports to the Global Policy Director – Food and Nutrition Systems and is funded for 1 year. RESPONSIBILITIES: Lead a cross-cutting advocacy portfolio on the Global Advocacy Team Analyze national policies, legislative and/or regulatory vehicles of interest to CARE’s policy priorities to build resilient food systems. In consultation with internal and external stakeholders, lead and/or contribute to the design of policy objectives, development of advocacy strategies, and implementation of advocacy activities in support of country offices. Work in close collaboration with the thematic leads within the Global Advocacy Team to ensure that health, climate change, and women’s economic justice are central to the response. Liaise with key internal colleagues across the CARE Confederation to align strategies and bolster evidence-based policy advocacy. Liaise with colleagues outside of the department including the Humanitarian Affairs team, Communications and Marketing team, country and regional level offices, issue area and technical leads, and others in the CARE network to reflect CARE’s operational experience, knowledge/learning, and practices. Support in the review, feedback, and facilitation of department sign-off for internal documents as appropriate. Represent the Global Advocacy Team at internal meetings and strategy discussions, including the Extreme Hunger Advocacy WG, Advocacy meetings held by CI, Country-specific advocacy calls, and other fora as relevant. Support CARE’s efforts to mainstream the next phase of the Comprehensive African Agriculture Development Programme Leverage CARE’s expertise to support and influence the civil society community and key policymakers toward principled, evidence-based just and equitable transformation of food systems. Help strengthen partnerships with the African Union Commission (AUC) and build and maintain relationships with various institutions to enhance the collective impact of non-state actors. Support the development of the CAADP Non-State Actors Group (CNG) Governing Framework, including the drafting of the constitution, bylaws, articles, and memorandum of association. Accompany the resource mobilization effort for the CNG. Aid with the organization of the CNG Annual General Assembly. Assist the Interim Executive Director to ensure regular and strategic communication through report writing, and the drafting talking points, advocacy materials, policy briefs, and remarks in support of external representation opportunities. Other Duties as Assigned Support in the identification and mapping of donors interested in funding resilience building approaches, and related advocacy. Contribute to the drafting of funding proposals. Support in the identification, mapping, and relationship management of women leaders, civil society partners, diaspora, and other voices CARE can connect with decision-makers. Support GAT team in administrative tasks such as MEAL and reporting wins. QUALIFICATIONS: Bachelors degree in relevant discipline: sciences, business, social sciences, social development, international relations, nutrition, public health or other relevant fields of study.
