JOB DESCRIPTION

CARE seeks a Director, Finance and Administ rat ion for the anticipated USAID -funded five-year program on Strengthening Primary and Community Health Care (SPCH) in Cote d’Ivoire. The principal objectives of the Strengthening Primary and Community Health Care program are to improve access to quality services and better protect and promote health care for pregnant women and children under five years old, and to strengthen the quality and accessibility of voluntary family planning (FP) and reproductive health (RH) services to address unmet needs through the public, non-government, and private sectors, through an increased focus on primary health care. The Director will lead project finances and administration with close overs ight of budgeting, compliance, financial forecasting and analysis, office administration and / or project operations including, procurement, logistics , security, and human resources. The successful candidate will possess significant experience leading finance s and operation s of USAID or other international donor- funded projects. This is a Key Personnel position, subject to USAID approval. It is also conti ngent on project award and funding. National candidates are encouraged to apply . This position will be based in Abidjan and will directly report to the Chief of Party. Application Deadline: November 4, 2024 Responsibilities: Provide leadership and management during project start-up and close-out regarding the project offic e, bank account, logistics and operations Support the Chief of Party (COP) in day-to-day financial management and ensure that the program meets all CARE, USAID and host country regulations and requirements related to USAID funds usage, accountability, and operations within the country. Establish efficient financial and operational systems including internal audits, compliance, record keeping and risk management . Lead the annual budgeting process in consultation with project leadership and partners, and review all financial plans and budgets, monitoring progress and changes. Manage project procurement and human resources as needed. Oversees the management and reporting of cost share and ensures that the project and CARE achieves the results of which it is responsible for under the donor agreement. Manage or oversee training of staff and partners on donor regulations, grant management systems, financial management , procurement, and administrative procedures . Conduct monthly, quarterly, and annual financial forecasts to inform project adjustments Oversee the preparation and submission of accurate and timely financial reports to USAID , CARE and other stakeholders. Track and analyze all costs incurred under the award; oversee all payments. Ensure appropriate monitoring of project sub-grantees budgets and expenditure s to achieve financial, administrative, and programmatic goals. Monitor program budget and advise senior management on burn rates and other programmatic considerations; provide complete and compliant required reporting; and maintain financial records for all program activities. Supervise disbursements of funds, ensuring compliance with relevant donor regulations, financial policies and inter nal controls. Supervise a team of finance and operations staff . Ensure application of documented policies and procedures related to administrative and operational fun ctions in accordance with CARE, host country, and donor requirements. Liaise with CARE’s home office financial, compliance and field operations teams. Oversee management of sub offices, vehicle, security, and host country registrations. Qualifications: Master’s degree or equivalent in finance, business administration (MBA), accounting, or a related field. At least 8-10 years of relevant senior experience in inter nationa l development as Director of Finance and Administration , or in a senior Finance management role on projects funded by the United State s Government (USG) – preferably US AID – of similar scope and scale : multi-year (5 years and more) and multi-million (10-25 million US Dollars) Demonstrated operational experience and knowledge of one or more of the following: financial management , procurement, compliance, security and/ or human resources management . Solid knowledge and experience with the US government Office of Management and Budget’s Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards ( also known as “Uniform Guidance”) financial, contractual, and administrative regulations including 2 CFR 200 and Standard Provisions, policies and practices, and reporting requirements Experience working in Cote d’Ivoire preferred. Experience recruiting, developing, and managing staff and teams. Knowledge of host country legal and regulatory context. Fluency in French and English required (spoken and written) Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills. Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse). Demonstrated commitment to principles of Diversity, Equity, Belonging and Inclusion (DEBI).
