PROJECT BACKGROUND

There is increasing demand for flagship project development in the areas of district heating, energy efficiency in the SME sector, energy retrofitting, and green industrial park initiatives in GGGI member countries. In line with our mission to achieve carbon neutrality and green growth under the GGGI Strategy 2030, it is essential to recruit a consultant for the development of flagship projects in these areas. To address this, IPSD proposes to hire a short-term senior consultant to design and develop policy frameworks, project proposals, and capacity-building initiatives.

OBJECTIVES OF THE ASSIGNMENT

The role involves developing sustainable, bankable, and scalable projects in district heating, SME energy efficiency, energy retrofitting, and green industrial park initiatives, with timely project financing and strong partnerships with government authorities. Building on successful project development, the consultant will disseminate knowledge through flagship publications, engage in capacity-building activities, and support the expansion of GGGI’s project portfolio in these areas.

Additional responsibilities include providing thematic advice, identifying innovative climate technologies, offering technical inputs, conducting analytical work with collected data, and supporting resource mobilization under the guidance of the ADG and Head of IPSD.

DELIVERABLES AND PAYMENT SCHEDULE

1. Development of Flagship Program: District Heating Project for Central Asia

Deliverable: Design and launch a comprehensive district heating project targeting Central Asia.

Description: The consultant will identify priority regions in Central Asia suitable for sustainable district heating systems. This will include assessing energy needs, environmental impact, and socio-economic benefits. The project will focus on reducing energy consumption and emissions through centralized heating systems aligned with best practices in energy efficiency.

Expected Output:

  • A detailed project development plan with strategic partnerships and stakeholder engagement strategies.
  • A feasibility study, including technical, financial, and environmental assessments.
  • Recommendations for financing models for GGGI’s implementation, based on global best practices.

2. Development of Flagship Program: Energy Efficiency Project in SME Sector in Asia (e.g., India) or Latin America (e.g., Dominican Republic)

Deliverable: Develop and implement an energy efficiency project tailored for SMEs in the industrial sector.

Description: The project will focus on enhancing energy efficiency for SMEs in key industries in a target country, promoting sustainable growth. The consultant will conduct a baseline energy audit, identify efficiency opportunities, recommend policy interventions, and propose investment strategies for GGGI. The project aims to reduce operational costs for SMEs while minimizing their carbon footprint.

Expected Output:

  • Development of a policy framework and tools for SME energy efficiency.
  • Capacity-building materials and workshops tailored for SMEs.
  • A project development proposal for GGGI that can be adapted for other countries and regions.

3. Development of Green Industrial Park Project in Asia (e.g., Cambodia) or Africa (e.g., Ethiopia)

Deliverable: Design and initiate the implementation of a sustainable green industrial park in Cambodia or Ethiopia.

Description: The consultant will lead the development of a green industrial park project, focusing on integrating energy efficiency, renewable energy, and circular economy principles. The project will promote sustainable industrial growth by providing industries with energy-efficient infrastructure and green technologies. The consultant will also engage stakeholders, identify suitable industrial zones, and conduct environmental impact assessments, collaborating with governments and local businesses to ensure regulatory compliance and attract green investments.

Expected Output:

  • A master plan for the green industrial park, including layout, infrastructure, and sustainability features.
  • A feasibility study and financing model to attract investments from both public and private sectors.
  • Policy recommendations for green industrial development, incorporating global best practices applicable to other regions.

4. Development of Retrofitting Energy Project in Central Asia

Deliverable: Develop and implement an energy efficiency retrofitting project for residential buildings in Central Asia.

Description: This project aims to retrofit residential buildings to improve energy efficiency, focusing on reducing heating and cooling demands. The project will also address barriers to financing energy efficiency by introducing Energy Performance Contracting (EPC) and other innovative financing solutions. The consultant will work on policy advocacy to foster a regulatory environment supporting large-scale retrofitting initiatives.

Expected Output:

  • A retrofitting strategy for residential buildings with clear technical specifications and performance benchmarks.
  • Development of a project financing model, including EPC, to support the retrofitting program.
  • Policy recommendations and advocacy strategies to create an enabling environment for energy efficiency, building on GGGI’s experience in Mongolia.

5. Publication on Green Building in the Mekong Region

Deliverable: Produce a comprehensive publication on green building best practices and trends in Asia.

Description: The publication will explore the latest green building technologies, materials, and policy developments across Asia, highlighting success stories, regional challenges, and future opportunities for green building adoption. It will serve as a knowledge resource for policymakers, developers, and investors.

Expected Output:

  • A high-quality report featuring regional case studies, policy recommendations, and market analysis.
  • Strategic recommendations for enhancing green building adoption in the region.
EXPERTISE REQUIRED
  • Advanced university degree (Master’s level) in Environmental Engineering, Civil/Structural Engineering, Urban Management/Policy, Urban Economics, Building Sciences, Architecture, or a related field.
  • Minimum of six years of professional experience focusing on energy efficiency, renewable energy, urban policy/planning, microgrid technology, or related fields. This includes expertise in urban energy efficiency, low-carbon industries and buildings, certification of green buildings and industries, microgrid energy networks, urban waste-to-energy, energy efficiency business models, and finance.
  • Experience in urban and industrial planning and policy, renewable energy, energy efficiency, and microgrid technology in developing countries, including Asia, Africa, and/or Latin America.
  • Comprehensive understanding of urban energy challenges in developing contexts, including GGGI initiatives and current international agreements (e.g., The 2030 Agenda for Sustainable Development, The New Urban Agenda, and the Paris Agreement).
  • Experience in launching initiatives related to urban and industrial energy efficiency, including policy analysis, microgrid technology development, and multi-stakeholder engagement.
