Enabling Environment Team Lead, Jamaica

ACDI/VOCA is seeking an Enabling Environment Team Lead for an upcoming Increasing Resilience of Island Economies activity in Jamaica funded by USAID. The anticipated program will strengthen communities, key economic sectors and Jamaica’s enabling environment to prepare for climate change and disasters.

The Enabling Environment Team Lead will spearhead efforts to develop and implement policies, strengthen regulatory frameworks, and coordinate with stakeholders to create a supportive environment for climate resilience and disaster preparedness. The program is anticipated to start in 2025 and this position will be based in Jamaica.

Responsibilities

  • Lead efforts to develop and implement policies that enhance climate resilience and disaster preparedness
  • Strengthen regulatory frameworks to support sustainable economic growth and environmental protection
  • Coordinate with government agencies, private sector partners, and community organizations to create a supportive enabling environment
  • Identify areas for institutional reform and human capacity development within target government agencies
  • Support the provision of training and technical assistance to stakeholders on policy development and implementation
  • Promote a culture of innovation and learning with an emphasis on systems approaches to addressing root causes of issues
  • Coordinate and collaborate with other national and regional projects focused on comprehensive disaster risk management.
  • Oversee the monitoring and evaluation of enabling environment initiatives to ensure they meet program objectives

Qualifications

  • Bachelor’s degree in public policy, environmental science, law, or relevant field is required; master’s degree is desired.
  • Minimum 7 years of progressively responsible experience in policy development, regulatory frameworks, systems development, or related fields.
  • In-depth understanding of climate change impacts, disaster risk reduction, and policy development processes.
  • Knowledge of and experience with USAID and/or other international donor programs’ rules and regulations.
  • Experience working in Jamaica required.
  • Fluency in English is required.
