A Grant Agreement was signed between WMO (represented by GEO) and GIZ on December 20, 2022, for activity funding to develop and implement a fundraising strategy for the GEO-LDN Flagship. The German government has secured funding for the GEO-LDN until October 2026. This period is intended to be used to integrate a resource mobilization strategy and implementation plan into the GEO-LDN’s strategic framework to ensure its sustainability beyond the current funding. Under this agreement, ?25,000 is allocated for this sub-activity. The GEO-LDN members have identified diversified donor funding as a core element, focusing on multi- and bilateral donors, as well as philanthropic organizations. Due to its multi-stakeholder nature, the GEO-LDN cannot generate revenue by selling services, but the consultancy will explore financial contributions from the private sector under certain conditions.

Accountabilities/Responsibilities:
1. Strategic Approach: Develop a robust, sustainable funding strategy for the GEO-LDN Flagship;

2. Private Sector Contributions: Propose conditions under which private sector contributions can be integrated without conflicting with GEO-LDN’s legal status or structure;

3. Donor Engagement Plan: Design a donor engagement plan with short-, medium-, and long-term goals aligned with the ongoing GEO work;

4. Negotiation Template: Create a template for experts to negotiate the inclusion of GEO-LDN in donor budgets;

5. Donor Identification: Identify potential donors across different scenarios (e.g., GEO Trust Fund, thematic funding) and develop donor profiles;

6. Comprehensive Donor Analysis: Conduct a thorough analysis of potential donors and assess the feasibility of securing long-term, multi-year funding;

7. Donor Profiles: Compile detailed donor information, including contact details, funding strategies, volumes, and application processes;

8. Implementation Plan: Propose a prioritized Implementation Plan based on the donor mapping report and strategy;

9. Support for Proposal Writing: Collaborate with the GEO-LDN Secretariat in implementing the plan and writing funding proposals;

10. Ongoing Proposal Support: Provide ongoing support by developing at least three funding proposals.

DELIVERABLE AT THE END OF THE CONTRACT
Consultants are required to submit the following key outputs by the end of the contract:

1. Resource Mobilization Strategy:
o Create a strategic approach to secure sustainable funding for GEO-LDN;

o Propose guidelines for accepting private sector or individual contributions without violating legal requirements;

o Develop a donor engagement plan with tiered goals and provide negotiation templates for incorporating GEO-LDN into donor budgets.

2. Donor Mapping Report:
o Identify and map out potential donors, analyzing them in various contexts (e.g., GEO Trust Fund or thematic funding);

o Conduct a comprehensive global analysis of donors and assess the feasibility of obtaining multi-year funding;

o Develop detailed donor profiles, including background, funding focus, capacity, application processes, and key contacts.

3. Implementation Plan for Resource Mobilization:
o Propose an implementation plan that aligns with the strategy and prioritizes donors based on the mapping report;

o Assist the GEO-LDN Secretariat in executing this plan, including writing proposals and supporting ongoing fundraising efforts;

o Provide continuous support in developing at least three proposals during the contract period.

QUALIFICATIONS
Education
A university degree in any of the following fields: Business Administration, International Relations, Marketing, Fundraising, Economics or Development studies or a related field is required.

Additional professional qualifications in fundraising and/or marketing and/or communications would be an asset.

Experience
Minimum of 10 years of experience in global environmental governance in proximity to Rio and post Rio conventions, as well as experience in the corresponding development cooperation with emphasis on knowledge about donor practices, objectives and procedures.

Minimum of 10 years of progressively responsible experience in managing a resource mobilization or fundraising programme together with proven track record in driving income growth; Proven ability to contribute to effective long-term strategic fundraising plans and to implement clear goals that are consistent with agreed strategies.

Minimum of 5 years of experience in the work with (multi-stakeholder) networks, their functioning and specific governance needs in a not hierarchical setting.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of WMO would be an advantage.
