JOB DESCRIPTION

NRC has been present in Nigeria since 2015 and has been working to help displacement-affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: water, sanitation, and hygiene (WASH), Shelter, Education, Information-Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection. NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RRM). With a workforce of 370 staff and a presence in key locations such as Maiduguri (in Borno State), Yola (in Adamawa State) and Jos (in Plateau State), NRC can respond to the needs of those affected by the conflict across North-East, and North Central Nigeria.

These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Dikwa, Monguno, Biu, Mubi, Pulka and Gwoza.

If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate ICT Officer to join our team in Maiduguri, Borno State. You will be responsible for the overall establishment and implementation of NRC Information & Communication Technology systems and procedures for the NRC Area North Office.

Generic responsibilities 

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Ensure ICT equipment, hardware, software and other resources are made available and well maintained.
  3. Implement delegated support function portfolio according to plan of action
  4. Prepare and develop status reports as required by management
  5. Ensure proper filing of documents
  6. Promote and share ideas for improvement of the support function

Specific responsibilities 

  • Adheres to and supports for implementation of NRC ICT policies and procedures, handbooks, and guidelines.
  • Sets up and configures general hardware, peripherals and accounts assigning security level
  • Visit NRC field offices to provide support for internet setup on new bases according to ICT-HO Standards.
  • S/he will oversee the staff support, ICT Policy compliance, hardware/software including troubleshooting’s for the smooth running of business operation of the Area Office and sub deep field offices under his responsibility.
  • Ensure performance monitoring of ISP links to the assigned duty office.
  • Provide proactive and responsive support to all end-users including field offices by implementing a helpdesk system that will capture regular support issues for the purpose of generating management information required for performance improvement.
  • Report to the Area support Manager the breakdowns and difficulties encountered in the resolution of incidents.
  • Ensure delivery of client Microsoft Outlook setup and troubleshooting outlook issues and webmail access.
  • Ensure preventive maintenance of computer equipment according to the policies in place.
  • Manage the Local Area Network (LAN) and the Wireless Local Area Network, with aim of optimal performance of the network infrastructure for Internet connections (fibre, radio, VSAT), access to cloud applications, data storage, and backup on the Cloud (0365), Cisco Meraki networks, UPS and backup power systems, security of ICT installations (air conditioning, electricity, physical access), desktop computers and laptops, smartphones, software, and mobile applications.
  • Send the monthly report of anomalies to the Area support manager for verification and compilation.
  • Ensure delivery of critical Microsoft Windows (Client) operating system patch and updates of network schema.

Generic professional competencies: 

  • Experience from working as ICT Assistant/ICT Officer in a humanitarian/recovery context preferably with a similar organization like NRC.
  • Documented experience in related to network management and cloud networking
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge, and experience: 

  • Good knowledge of the Nigerian context (internet services, Networks, software/hardware authentication)
  • Office organization skills,
  • Knowledge of Microsoft office 365, Access, and SharePoint is required.
  • Certification in ITIL, Microsoft Certified Systems Engineer (MCSE), and Cisco CCNA will be an added advantage.
  • Knowledge in Solar Energy Infrastructures; such Inverters, Batteries, and other Controllers,
  • Microsoft Power Platform-Power Apps, Power Automate, Power Virtual Agent and Power Bi,

ERP-Finance System (UNIT 4 Agresso and Excel VBA-Macro)

  • Cisco Meraki Cloud Networks Infrastructure
  • Fluency in Hausa is an asset

Duration of contract: 3 months (Renewable).

Grade Level:  Grade 5 in NRC’s grading structure
