JOB DESCRIPTION

Position Summary:

The Senior Grants and Finance Officer will be primarily responsible for managing the administrative and finance processes for sub grants from pre-award, negotiation/co-creating, award monitoring to grant close-out, and ensuring quality assurance. He/she will provide professional expertise in grant administration to ensure full compliance with donor rules and regulations. The position will support capacity building for sub-recipients to ensure their finance and admin structures and procedures align with GAAP, and donor rules and regulations.

Key Responsibilities

  • Conduct/support basic due diligence of potential sub-grantees at the proposal development phase ensuring full compliance to application requirements.
  • Support with the development of sub-award contractual documents ensuring timely completion, and adherence to FHI360 policies and procedures.
  • Conduct pre-award assessments (PAT) for new sub awardees and develop special award conditions to address identified gaps and risks, provide monitoring and oversight to ensure that appropriate support is provided, based on needs identified under the PAT and follow up to ensure that special award conditions and requirements are met in a timely basis.
  • Review Sub awardee financial reports including all required support documentation and ensure advances and liquidations are completed in a timely manner.
  • Monitor Milestone payments for FAA partners, and work with the program team for timely completion.
  • Support in monthly monitoring of sub awardee expenditure against budgets, communicating any areas of variance with suggested corrective actions and submit partner monthly pipeline and forecast reports
  • Support the full spectrum of subgrants management, that includes compliance reviews, modifications, ceilings, reconciliation, budget re-alignment and statutory compliance.
  • Provide ongoing capacity strengthening and mentorship to sub-recipients to strengthen financial and management systems for increased accountability and ownership in managing USG funds.
  • Support sub-grants finance and admin policy development, ensuring policies align with Generally Accepted Accounting Principles (GAAP), Organization procedures, and are in compliance with donor rules and regulations.
  • Provide training and orientation to sub grantees on donor rules and regulations, to ensure compliance with USAID rules and regulations and FHI 360 policies and procedures.
  • Ensure timely update and monitoring of the sub-recipient monitoring trackers and share with the Finance manager on a monthly basis.
  • Identify risks and grant weaknesses (technical, financial and administrative) that can be detrimental to successful grants performance and propose mitigation actions to senior management.
  • Support in closing gaps identified during capacity assessments and provide monthly reports to management.
  • Ensure the accounting and DPA systems are up to date with partner financials.
  • Coordinate periodic external audits of sub-grantees and follow up to ensure recommendations / follow up actions are completed timely.
  • Facilitate the sub-awardee close out process, ensuring compliance as per donor and FHI360 close-out requirements.
  • Support partners with proper asset management, recording and verifications.
  • Provide back-up support on invoice processing and finance documentation as may be assigned.

Minimum Requirements

  • A university degree in Finance/ Accounting, Business Administration or related field.
  • Experience and knowledge of U.S government (notably PEPFAR/USAID) rules and regulations regarding sub-grants and contracts is required
  • Minimum of 5 years working experience in grants management for local organizations, including capacity building of financial and Administration systems.
  • Experience working with an accounting software and proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint.
  • Good people management skills with the ability to develop others and to impart knowledge and experience in an accessible and clear manner.
  • Good analytical, numerical and problem-solving skills.
  • Ability to work independently, manage tight deadlines and deliver high volumes of work with minimal supervision.
  • Ability to work collaboratively, productively and sensitively within a multidiscipline, multicultural and multigender environment.
  • High degree of proficiency in written and spoken English communication.
