Duties and Responsibilities
The United Nations Human Settlements Programme, UN-Habitat, is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. During the second session of the United Nations Habitat Assembly (June 2023), Member States committed to convening, in 2025, a resumed regular second session of the United Nations Habitat Assembly to adopt the UN-Habitat strategic plan for the period 2026−2029 (SP2026-2029). Accordingly, UN-Habitat’s preparation of the strategic plan for the period 2026-2029 is currently underway. The Strategic Plan 2026-2029 will be developed through a consultative process, in an open and inclusive manner. The development process will be guided by lessons learnt and recommendations from consultations, assessments, and evaluations such including through in-depth consultations with Member States, United Nations Development System entities, UN-Habitat personnel and partners on lessons learnt both in terms of the preparation of the last Strategic Plan, its substance, and the modalities to support its implementation. DUTIES AND RESPONSIBILITIES: Under the overall supervision of the Chief of Strategic Planning and Monitoring Branch who also serves as the Secretary of the Strategic Plan Task Force (SPTF), the consultant will be responsible for the following tasks: 1. Prepare the strategic planning process in the whole-of-the-house approach; 2. Prepare the development of monitoring mechanism for Strategic Plan 2026-29; 3. Organize engagement of stakeholders in the preparatory process of the Strategic Plan 2026-29 on a continuous basis; 4. Participate in all meetings of the SPTF and dialogues with the Member States, UN System, and other stakeholders – online, and when required, in person, supporting the Strategic Plan Task Force; 5. Liaise with the Secretary of the SPTF seeking clarifications once issues are raised by the participants; 6. Contribute to preparation of reports of all Dialogue sessions and collaborate with the Strategic Plan Task Force providing inputs to the drafting of SP2026-2029.
Qualifications/special skills
A minimum advanced university degree (Master’s degree or equivalent) in sustainable development studies, public administration, urban development, or a related field in development studies, or international development is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in spoken and written English and French is required. Experience of other UN languages is an added advantage.
Additional Information
– 5-years relevant experience in working with intergovernmental, national, and/or subnational governments in developing policy, strategic planning and monitoring related to sustainable urban development and in supporting engagement with a wide range of stakeholders is required. – Relevant knowledge of sustainable urban development issues and programs and relevant knowledge of strategic planning methodologies in the public sector are required. – Other experience relevant to sustainable urban development and advising on urban management frameworks and institutions is desirable. – Skillful and proficient in the application of Strategic Planning principles and Results Based Management and in development of key performance indicators are desirable. – Excellent communication and group facilitation skills, strong analytical, organizational and reporting skills are desirable.
