JOB DESCRIPTION

Organizational Setting

FAO’s Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the Organization. Over the next years, CSH will focus on developing and implementing a people centered strategy, and positioning HR as a strategic partner contributing to the achievement of the mandate of FAO.
The Human Resources Division (CSH) is composed of two main clusters: (i) the Integrated Talent Management providing advice and managing position management, recruitment, mobility, staff development and training, performance management and social security; and (ii) the HR Strategy and Policy, providing HR strategic guidance, policy and oversight.

The position is located in the Human Resources Division (CSH) at FAO headquarters in Rome, Italy.

Reporting Lines

The Human Resources Officer (Learning and Development) reports to the Senior Human Resources Officer, Learning and Performance Branch (CSHL) of the FAO Human Resources Division (CSH).

Technical Focus

Lead, design and advise on learning and talent development activities.

Key Results

Comprehensive HR expertise for the planning and delivery of multidisciplinary HR programmes, products and services and development of related policies and specialized tools and systems.

Key Functions

•    Leads projects and/or work teams, leads and/or participates in divisional teams, provides secretariat services and/or professional HR expertise on Organization-wide HR committees and working groups and represents FAO at interagency meetings.
•    Plans and delivers HR programmes, products and services including related policies, systems and tools to facilitate the effective recruitment, management, development and retirement of the FAO workforce.
•    Analyses HR requirements, information, data, statistics, relativities, trends, problems and/or issues to support service delivery, new HR initiatives and the preparation of plans, strategies, reports, policies and/or other products.
•    Provides specialist HR advice and expertise to designated business partners on specific or complex cases, staff requirements, policy interpretation issues, labour relations issues and/or best practices, etc.
•    Manages special projects and provides guidance to consultants for the development and implementation of new HR products, tools and systems.
•    Develops information, training materials and products to increase understanding of HR programmes, services and policies; promotes capacity development and facilitates the introduction of changes across the Organization.
•    Provides information and assistance to management and staff to resolve problems and/or reach agreement on complex issues.
•    Develops relevant performance criteria and indicators to evaluate HR programmes, products and services.

Specific Functions

•    Leads the corporate learning team in developing and implementing innovative, globally scaled learning programmes and products, ensuring alignment with FAO’s strategic priorities and evolving needs.
•    Facilitates global leadership development through research, partnerships, design, curation and delivery of a suite of customized learning solutions leveraging established methodologies and global best practices.
•    Facilitates and coordinates learning via face-to-face and online training, webinars, virtual and blended training; uses a variety of presentation methods and technologies to accommodate different learning styles.
•    Liaises with internal stakeholders and the broader HR team to identify specific training and learning needs and proposes tailored solutions to address them.
•    Develops, updates and communicates talent development initiatives, advising staff and managers on suitable programmes and resources to address competency needs/gaps.
•    Provides learning advice to functional subject matter experts throughout the development of learning solutions and guides instructional designers to ensure effective course design and production.
•    Evaluates, selects and manages vendors for the design and delivery of e-learning, workshops and other learning initiatives and programmes.
•    Communicates and promotes corporate learning solutions and supports key stakeholders to leverage them to address relevant learning needs.
•    Measures and tracks the effectiveness and impact of training and learning solutions and recommends ways to enhance effectiveness and impact.
•    Prepares analytical reports on capacity building activities, including data-driven briefings for senior management in support of decision-making.
•    Contributes to FAO’s organizational workplace culture initiatives by providing expertise in capability and leadership development, identifying alignments and opportunities for an inclusive workforce.
•    Stays updated on developments in learning and talent development and evaluates their applicability/adaptability in FAO’s context.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    Advanced university degree in human resources management, law, business administration, organizational development, industrial psychology or a related field.
•    Seven years of relevant experience in human resources management including learning, leadership/organizational development and career development.
•    Working knowledge (full proficiency – level C) of English and intermediate knowledge (intermediate proficiency – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

•    Work experience in more than one location or area of work, particularly in field positions, is desirable.
•    Extent and relevance of experience in the design, development and implementation of capacity building initiatives, using various learning methodologies (online, blended, face-to-face) and technologies.
•    Extent and relevance of experience in the design, development and coordination of leadership development strategies and programmes for senior managers, particularly in a global setting.
•    Familiarity with automated human resources and technology-enhanced platforms and tools.
•    Demonstrated experience in using learning data and evaluation methods to assess learning needs and the impact of training programmes.
•    Demonstrated strong writing, analytical, facilitation, presentation and project management skills and experience.
•    Demonstrated strong customer-focused skills and experience.
•    Professional certification in Human Resources, learning and/or talent development is desirable.
•    Working knowledge (full proficiency – level C) of another FAO official language is considered an asset.
