JOB DESCRIPTION

You will report to designated International Staff.Your Role:
As (Associate) Human Resource Officer, you will provide operational and technical support on talent acquisition and retention activities in assigned client departments. You will also support various work activities within the assigned Business Partner team in relation to staffing administration and other human resource related services.

  • Manage the full recruitment cycle, including leading selection panels, in partnership with the client departments, and ensure ADB recruitment policies and procedures are properly implemented
  • Provide guidance to team members and client departments on recruitment activities, including complex recruitment cases
  • Support initiatives to understand client departments’ talent needs to develop tailored recruitment plans
  • Utilize various sourcing channels and conduct intentional outreach to widen the reach and introduce ADB to new job seekers
  • Contribute to the development and implementation of talent acquisition strategies, including building ADB’s employer brand
  • Contribute to talent acquisition related projects, including continuous improvement of talent pipeline building initiatives such as batch recruitment, advance hiring, and keep-in-view candidates
  • Review and verify updates of relevant HR systems and records to ensure that staff personnel actions and salary adjustments are accurate and according to guidelines.
  • Ensure the delivery of client satisfaction survey and focus on candidate experience /candidate care
  • Provide advice on the interpretation of talent acquisition HR policies, procedures and initiatives. Contribute to the review of policies and procedures and recommend changes as required.
  • Provide on-demand candidate debriefings, including advice on career development options for NS/AS staff.
  • Support talent acquisition requirements for BPMSD programs and related activities such as Young Professional Program, Internship Program, and secondments/sponsor-funded programs and participate in other departmental wide HR-related initiatives.
  • Perform other tasks as assigned and reflected in the incumbent’s workplan.

Qualifications

You will need:

  • Bachelor’s degree in Human Resource Management, Psychology, Economics, Business Administration, Social Sciences or related fields
  • At least 6 years of relevant professional experience with a strong understanding of HR policies, processes, and procedures
  • Excellent written and verbal communication skills in English
  • Ability to clearly articulate administrative processing requirements and the supporting rationale to clients, fostering cooperation and understanding.
  • Proficiency in relevant office technology applications and personnel database systems essential to the HR unit’s core service.
  • Good analytical thinking with ability to make simple causal links, pro-and-con lists and analyses to reach a decision, and set priorities for tasks in order of importance
  • Ability to liaise and work effectively with other staff within own work location and with other colleagues
  • In-depth understanding of the interactions between different work areas and relevant workflows and their purposes
  • Knowledge of position management preferred
