The ultimate objective of the work is to provide information and data required to design the interventions to promote the transformation of the land transport sector to a sustainable net zero transport sector for the GEF-8 project “Enabling the transition to a Zero Emission Transport Sector in Palau”

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This consultancy is in UNEP’s Climate Change Division, Mitigation Branch, GEF Climate Mitigation (CCM) Unit, and will be home-based in Palau. UNEP’s Climate Change Division is currently developing a GEF project: Enabling the transition to a Zero Emission Transport Sector in Palau in association with Bureau of Budget and Planning (BoBP), Ministry of Finance, Government of Palau. The Climate Change Division, in its role as implementing agency, provides oversight and ensures adherence to GEF guidelines. Under the overall supervision of the GEF Task Manager (Asia Pacific), Climate Change Mitigation Unit, Climate Change Division, UNEP, the consultant will work in close collaboration with the Electric Mobility Expert for Project Development of UNEP GEF-8 cycle projects and the country focal point for the Executing Agency, Bureau of Budget and Planning (BoBP), Ministry of Finance, Government of Palau for the development of the project. Specific tasks and responsibilities – Collect information, documents and data for developing the proposal from key beneficiaries and stakeholders of the project. – Support the organization of workshop/meetings with beneficiaries and stakeholders for the consultants developing the project proposal.
Qualifications/special skills
• A first level degree in one of the following fields is required: project management, engineering, environment, law, business administration, economics, public affairs, development, finance, or a related discipline is required; • Minimum of Seven (7) years of overall professional experience in projects related to climate change, environment or development is required. • Experience in working with national governments is desirable; • Knowledge on ongoing sustainable transport initiatives and actors (government & non-government, development partners, etc.) is desirable • Experience in working for multilateral or bilateral funding entities in the field of climate change, environment or development is desirable • Good communication skills to manage/interact with government representatives and people inside and outside of the project team is desirable.
Languages
• English is the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is required.
