The Information Management Officer role encompasses a wide range of functions in information management and contributes to programme monitoring, planning, and reporting. Depending on the context, the focus may vary, with some areas requiring more in-depth attention. Additionally, there may be other responsibilities not outlined in the Job Description; these can be specified in work plans and/or individual performance plans as needed.

The Information Management Officer, under the guidance of the supervisor, will play a pivotal role in ensuring the effective organization, maintenance, and dissemination of information generated across UNICEF Jordan’s Adolescents and Youth and WASH sections. By providing technical assistance and support, the IM Officer will ensure that data and insights are consistently available to inform evidence-based decision-making and enhance programmatic responses. This role is critical in ensuring timely and accurate information sharing with key stakeholders, contributing to the overall efficiency and impact of UNICEF’s Adolescents, Youth and WASH programs in Jordan.

This role is crucial in ensuring that data and evidence drive programmatic decisions, especially during times of rapid change and uncertainty, fluctuating funding scenarios, and evolving national priorities.

How can you make a difference…?

KEY ACCOUNTABILITIES and DUTIES & TASKS:

Database and information system design and development

  • Support the design, development, and management of databases, spreadsheets, systems, and other data tools; and understand, document, and ensure the quality, accuracy, consistency and comparability of data.
  • Compile qualitative and quantitative information and coordinate activities between all sector stakeholders in support of the Jordan Response Plan (JRP) and HAC process in a programmatic manner. This includes providing support and guidance to partners and stakeholders in providing annual targets and inputs.
  • Consolidate data from different data sources by harmonizing data labels, flagging out outliers and cleaning data.
  • Provide assistance in producing system specification as well assisting in design development, management, and integration process of information systems in close coordination and collaboration with relevant UNICEF IM, M&E and program staff, UNICEF Partners’ staff, and field staff.

Information Management and Quality Control

  • Ensure timely data collection from different sources including UNICEF’s and its partners’ Information Management Systems when applicable and as per program requirements.
  • Support data analysis of available datasets, and produce regular statistical reports, visualizations, and maps, necessary to facilitate service delivery, performance monitoring, and decision making.
  • Support assessment and needs analysis activities, including humanitarian needs overviews, raw data reviews, initial rapid assessments; support the management of platforms and tools that support data collection and analysis such as KoBo Toolbox, Survey123.
  • Ensure data from Adolescents and Youth and WASH partners and stakeholders, including governmental entities, is periodically and consistently collected and stored in a way that allows comparability and compatibility and is available for regular and ad hoc analyses to support decision making as appropriate.
  • Use GIS or online mapping platforms as available to produce or facilitate maps/infographics.
  • Ensure timely data collection from different sources including UNICEF’s and its partners’ Information Management Systems when applicable and as per program requirements. Examples of UNICEF and UN supported Information Management Systems for Adolescent and Youth and WASH sections: Activity Info, and other assessment tools.
  • Support with the roll out of the new Adolescent and Youth’s Knowledge Management Hub across all partners ‘implemented programmes, including quality assurance of data entry, quality checks, analysis, and programmatic recommendations.

 Capacity building and technical support

  • Provide technical support and guidance to UNICEF and Sector Partners in the field, to collect, process and manage data. This includes responding to user ad-hoc inquiries.
  • Provide technical support to Governmental entities on data compilation and analysis for updating advocacy and vulnerability tools.
  • Develop guidelines, SOP’s, documentations, and other learning materials, and provide trainings to UNICEF and implementing partners on data collection and data management Staff.
  • Build the capacity of UNICEF’s youth partners on the different IM tools associated to the Knowledge Management Hub including: Kobo, PowerBi, Activity Info.
  • Perform field visits to provide information management support, system technical support, and user support to UNICEF’s Implementing Partners and UNICEF-supported centres.
  • Provide any other duty as required by the supervisor(s) on data collection, analysis, presentation and visualization or as required

KEY END-RESULTS EXPECTED

  • Data collection, collation, analysis, and dissemination is effectively conducted and organized for planning monitoring and reporting requirements within the Adolescents and Youth and WASH section/sector.
  • Support is provided for leading the Jordan Response Plan (JRP) and the Regional Refugee & Resilience Plan (3RP) in implementation, monitoring, and reporting.
  • Leading on data collection and compilation for internal planning, monitoring, and reporting system, including (but not limited to) Annual Workplan, Country Development Plan and related mid/end term reviews, sitreps, factsheets.
  • Technical support and capacity building is provided to the various Adolescents and Youth and WASH stakeholders/partners in data collection, verification, and compilation.
  • Support evidence generation and knowledge management through the production of Infographs, maps and other visual materials for representation of programmatic information as per sections’ needs.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: A University degree in a relevant field or discipline such as statistics, Information Technology, Information Systems, Engineering, Communications, political science or other relevant field
  • Work Experience: A minimum of 1 year of relevant professional experience with management information systems and data management in large organizations or at country office level is required. Demonstrated experience in data collection, data analysis as well as preparing reports and presentations using ARCGIS is required. Experience working in development context, and National level M&E and IM interventions is required. Experience with common Microsoft Office packages and advanced MS Excel skills and experience working with large datasets required.
  • SkillsGood interpersonal and communication skills and good analytical skills. Good working knowledge of Power BI is an advantage.
  • Language Requirements: Fluency in English and Arabic is required. Knowledge of another official UN language or a local language is an asset (Chinese, French, Russian or Spanish).

Desirables:

  • Developing country work experience and/or familiarity with emergency.
  • Previous work experience in the UN system is considered an asset.
