JOB DESCRIPTION

Strategic office context :

The situation for unaccompanied child on the move in Tunisia is dire. They face violence, exploitation, an uncertain future, and struggle to access basic services. Urgent action is needed to safeguard the rights and well-being of these vulnerable children.

The UNICEF response for children on the move, which started in mid-2023 in support of IOM and UNHCR was formalized through a Letter of Understanding end of 2023, including providing Water, Sanitation, and Hygiene (WASH) services and protection services, such as case management and Mental Health and Psychosocial Support (MHPSS).

Additionally, UNICEF continues to lead efforts to ensure that the child protection system in Tunisia is inclusive and safeguards all children.

UNICEF works in collaboration with UNOPS to strengthen its capacity in delivering essential services, particularly in challenging environments. UNOPS supports UNICEF through recruitment and operational assistance to ensure the smooth implementation of projects aimed at improving children’s lives. Currently, UNOPS is seeking to fill (4) four Key positions: two (2) based in Zarzis and (2) two in Tunis, both aimed at supporting UNICEF’s efforts in advancing child-focused initiatives in Tunisia.

 

 

 

Purpose for the job:

The MHPSS Associate reports to the Child Protection Officer for close guidance and supervision.

The MHPSS Associate provides professional technical, operational, and administrative assistance throughout the programming process for the child protection programmes/projects through the application of theoretical and technical skills in researching, collecting, analyzing, and presenting technical programme information while learning organizational rules, regulations and procedures to support the development and formulation of the Child Protection Programme within the Country Programme.

Technical and operational support to child protection programme implementation

  • Apply UNICEF’s policies, standards, and procedures around MHPSS and Child Protection constantly and coherently.
  • Manage and document cases, ensuring appropriate follow-up in coordination with other units.
  • Coordinate and assist in connecting individuals with specialized mental health services and other relevant support resources..
  • Actively engage with child protection teams to coordinate efforts, share information, and develop comprehensive care plans that address both the mental health and protection needs of children.
  • Conduct awareness-raising sessions on mental health and psychosocial well-being.
  • Raise awareness about PSEA and services.
  • During emergencies, coordinate with child protection actors to ensure that MHPSS services are part of the immediate response, addressing the psychological needs of children affected by crises.

Assessment and Strategy Development

  • Collaborate in the formulation and continuous refinement of child protection strategies, ensuring they are responsive to the evolving needs of children on the move.
  • Ensure that all MHPSS interventions are aligned with child protection principles, emphasizing the best interests of the child and safeguarding their rights throughout the process.
  • Regularly report emerging protection issues and concerns raised by children, youth, and communities, assisting in drafting reports and compiling data for the protection unit.
  • Assist the child protection team in integrating MHPSS approaches into the overall protection delivery strategy and operational procedures.

Partnership, Networking, and Capacity Building

  • Involve community leaders and caregivers in MHPSS programming to promote awareness of child protection issues and encourage community-based support systems for vulnerable children.
  • Provide training to relevant staff on child protection issues and protocols, ensuring they are equipped to recognize signs of abuse, neglect, or exploitation, and know how to respond appropriately.
  • Supervise and support the implementation of training and learning activities for staff, partners, and community members to enhance child protection competencies (including on PSEA).
  • Perform other related duties as required.

Impact Result:

The efficiency and efficacy of support provided by the Mental Health and Psychosocial Support (MHPSS) Associate to programme preparation, planning, and implementation, contributes to the achievement of sustainable results to create a protective environment for children against harm and all forms of violence, and ensures their survival, development and well-being in society. Success in child protection programmes and projects in turn contributes to maintaining and enhancing the credibility and ability of UNICEF to provide programme services for mothers and children that promotes greater social equality in the country.

Child Safeguarding

Child safeguarding involves proactive measures to limit direct and indirect collateral risks of harm to children, arising from UNICEF’s work, UNICEF personnel, or UNICEF associates. The risks may include those associated with physical violence (including corporal punishment); sexual violence, exploitation, or abuse; emotional and verbal abuse; economic exploitation; failure to provide for physical or psychological safety; neglect of physical, emotional or psychological needs; harmful cultural practices; and privacy violations. The incumbent to this role is expected to have special responsibilities in managing child safeguarding risks and in taking appropriate measures to prevent any harm to children. The role has the potential to particularly affect children, (i) because the incumbent will be working closely with children; (ii) with their data; (iii) because the children’s background or situation makes them vulnerable; or (iv) the role may entail responsibilities in reporting and responding to child safeguarding concerns. The position is considered as an “elevated risk role” and the appointee will be subject to a more rigorous vetting and training.

Education:

 

  • A high school diploma is mandatory
  • A bachelor’s degree in Human science; Public Health; Social Work, Psychology or other relevant field ;from a recognized academic institution is a strong asset and may substitute for 4 years of the required years of experience
  • A Master’s degree is highly desirable in Human science; Public Health; Social Work, Psychology or other relevant field ;from a recognized academic institution is a strong asset and may substitute the required years of experience

Experience:

 

  • 6 years of relevant working experience for holders of a High School Diploma are required ,
  • 2 years for holders of a Bachelor Degree are required,
  • 1 year is desirable for holders of a Master Degree in a relevant field.

 

  • Previous work experience relevant to the function of child protection in a local context and having experience in the field of child protection prevention and response, broader protection, or social work involving the empowerment of women and girls, gender, child protection, mental health, counseling and working with survivors, humanitarian and development issues is required.
  • Skills and experience in interviewing and working with children and families including supervision of child protection case management will be an advantage.

 

Language:

  • Proficiency in Arabic, and French and working knowledge in English is required.
  • Previous work experience relevant to the function of child protection in a local context and having experience in the field of child protection prevention and response, broader protection, or social work involving the empowerment of women and girls, gender, child protection, mental health, counseling and working with survivors, humanitarian and development issues is required.
  • Skills and experience in interviewing and working with children and families including supervision of child protection case management will be an advantage.

Terms and Conditions
