Role and responsibilities

 

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  1. Implement NRC’s systems and procedures at Country Office (CO) level
  2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  3. Prepare and submit reports and analysis
  4. Ensure proper filing of all HR and Admin documents on Office 365 and NRC People
  5. Support line managers in procedures and support team trainings
  6. Ensure development and implementation of systems and procedures
  7. Ensure adherence to NRC policies and the national labour law in all processes and procedures
  8. Coordinate staff recruitment and exits, introductions, training, staff benefits schemes etc.
  9. Contribute to implementing Safe and Inclusive Programming Minimum Standards across your work area.

Specific responsibilities

  • In coordination with hiring managers, oversee Recruitment procedures on behalf of Country Office (CO) up to Grade 7 in line with NRC policies and procedures and NRC Palestine Recruitment SOP. Ensuring recruitments are completed in a timely manner.
  • Accountable for ensuring adherence to NRC recruitment procedures, ensuring that recruitment processes are compliant, advising hiring managers and panel members on the correct procedures, undertaking thorough Start Up Meetings and Long Listing processes in line with Procedures, advising and supporting line manager to draft effective interview questions
  • Responsible for formulating a strategic recruitment plan and creating and implementing initiatives to attract good candidates to NRC
  • Taking a proactive approach to recruitment, and being innovative in attracting candidates
  • Accountable for ensuring references are taken in line with NRC Recruitment SOP
  • Responsible for facilitating onboarding process for newly hired personnel in Country Office, specifically ensuring all onboarding documents are completed and signed before the start date.
  • Responsible for advising line managers on induction process and following up to ensure proper implementation.
  • Accountable for contract management; draft employment contracts for new personnel and managing contract extensions for current NRC staff.
  • Advise and answer queries on Recruitment and Onboarding matters as per internal policies and NRC rules and regulations.
  • Ensure NRC People (NRC HR system) and NRC Filing tree is kept up to date and documents uploaded.
  • Accountable for ensuring accuracy and accurate data in areas of responsibility
  • Respond to audit queries and compile related reports as requested related to recruitment

Generic professional competencies: 

  • Experience from working as a HR Coordinator or equivalent in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

 

Context/ Specific skills, knowledge and experience: 

  • Minimum 5 years of experience working in HR specifically recruitment
  • Significant experience in strategic recruitment and implementing initiatives to attract candidates
  • Proven experience of analysing HR data and report writing, ensuring accurate data
  • Documented results related to the position’s responsibilities
  • Demonstrated ability to communicate effectively with peers and colleagues
  • Demonstrated ability to build trust
  • Demonstrated ability in managing performance and development to optimise results
  • Empowering and building trust
  • Knowledge about own leadership skills/profile, ability to be able to self-reflect
  • Fluency in Arabic, both written and verbal

This position is Grade (07) Step (01). Salary & Benefits are based on Jerusalem Duty Station.

Reports to: HR/Admin Manager.

Recruiter: HR department.

Contract Duration: 12 months, renewable based on the need of position, fund and performance.
