This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of Security, Personnel Security Division, Background Investigation Branch, at the U.S. Agency for International Development (USAID).

Duties

  • Supervises staff members engaged in performing personnel functions and customer service actions.
  • Responsible for initial case intake, the review of security forms, conducting investigative inquiries for the purpose of initiating personnel security background investigations.
  • Estimates and reports on progress in meeting established milestones and deadlines for completion of assignments, projects, and tasks.
  • Serves as an expert in the use of the electronic application (eAPP) database for submission of security clearance investigations.
  • Reviews a weekly report of all branch cases that are overdue to determine if cases are adequately assigned and meeting the investigative standards and deadlines. Makes recommendations to management on cases.
  • Determines the adequacy and completeness of investigations and evaluates the authenticity, veracity, and pertinence of the data presented.

  • Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • Time in grade must be met by the closing date of the vacancy announcement.

  • These are Testing Designated Positions (TDP’s) under the Agency’s approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications

Specialized Experience: One year of specialized experience which includes a) Leading staff members engaged in performing personnel security functions; b) Performing initial case intake to review security forms and conduct investigative inquiries for initiating personnel security background investigations; c) Reporting on personnel security cases to provide a status of outstanding or overdue cases; AND d) Assigning personnel security cases to staff membersThis definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
