Mission and objectives

The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. The country strategic plan is aligned with the United Nations sustainable development cooperation framework for Bangladesh for 2022‒2026 and the eighth five-year plan (covering the period July 2020‒June 2025) of the Government of Bangladesh. It is informed by the recommendations of an independent evaluation of the country strategic plan for 2017–2021 and consultation with key stakeholders. It will contribute to Sustainable Development Goals 2 and 17 through four strategic outcomes. WFP is committed to diversity and inclusion within its workforce. Context

This assignment aims to provide technical assistance to Department of Women Affairs and Ministry of Women and Children Affairs (MoWCA), and potentially other ministries to implement the MCBP( Mother and child benefit Programme) & VWB (Vulnerable Women Benefit) programmes at the field level.

Task Description

Under the direct supervision of MIS Operations Support Officer, TEC ( Technology) , WFP Bangladesh the National UN Volunteer will undertake the following tasks: MIS (Management Information System) Design and Development: • Scaling-up of MCBP MIS and Strengthening VWB MIS – Design and develop different modules (Targeting, G2P-Government to Person), SBCC (Social Behavior Change Communication), M&E, GRS (Grievance Redress System), training, tracking ANC (Ante Natal Care), PNC (Post Natal Care, Birth registration) for the two MIS. The incumbent will be developing and improving the system alongside an individual consultant or a third-party company as needed. • Performance Optimization – as the systems are in process of scaling up, the incumbent will be responsible for Performance monitoring, measurement, and capacity planning of integrated solutions, reviewing and recommending changes to deployed solutions and standardized configurations. • Implement and enable features for the systems maintaining data confidentiality and data security per the Bangladesh Governments data protection policies and guidelines along with WFP’s. • As the systems are in the process of scaling up, system architecture-related changes are necessary to accommodate the growing number of data and concurrent users. • The consultant will coordinate and develop the integration process of these two MIS with relevant stakeholders (ministries, payment providers, etc) in consultation with DWA (Department of Women Affairs). MIS Management and Operationalization: • Contribute to capturing, analysis and documentation (i.e. through diagrams, flowcharts, data models, user experience designs, storyboards) of business requirements for IT solutions and services following WFP policies, standards and strategies. • Work with more senior team members to communicate business requirements to business counterparts, for a shared understanding of the requirements and effective implementation of strategies/plans. • Test and analyse IT solutions and document the match against business requirements for quality and accuracy. • Develop detailed and thorough technical documentation and user manuals for the systems. • Demonstrate to DWA and other field staff how the MCBP and VWB MIS functions as it is being developed and piloted as well as highlight the changes proposed by the MIS users and how to strengthen the MIS based on feedback from Government officials both at DWA and field level. • Provide MCBP/ VWB MIS on-the-job training to DWA staff and overseeing training of other field staff including training of districts, Upazila, Union, Municipal, city corporations among others. • Ensure support and monitor the continuous entry of new MCBP and VWB beneficiaries’ data in the MIS by coordinating with field including lowest levels such as union, factory, municipal and city corporations. • Provide MIS support to ensure monthly payments via G2P for MCBP • Coordinate with Finance Division for timely G2P payment processes • Coordinate with Bangladesh Computer Council (BCC), Election Commission (EC) for integration and server related issues • Provide technical inputs in the MCBP and VWB programmes, and the technical working groups. • Work on special assignments requiring his/her technical expertise that may arise during the contract period. • Any other relevant tasks assigned by the supervisor. Results/Expected Outputs: • Developed and managed productive working partnerships with Government and other partners. • Strengthen the development of MCBP and VWB MIS and other government systems. • Successfully operationalized new modules of MCBP and VWB MIS at the field level • Prepared capacity strengthening plan for GoB and other partners. • Written reports and submitted them as per deadline; and • Supported undertaking necessary assessment/review/research, along with dissemination of the findings.

Living conditions and remarks

Dhaka is located in central Bangladesh along the Buriganga River. Not only is it the capital city, but it is also the largest in the country. It is the centre of political, cultural, and economic life in Bangladesh. The official language is Bengali, while English is the working language of UN Agencies. In recent decades, Dhaka has seen the modernization of services, communications, and public works. The city is attracting large foreign investments and greater volumes of commerce and trade. It is also experiencing an increasing influx of people from across the nation; this has reportedly made Dhaka one of the fastest growing cities in the world. Good English-speaking medical, dental services, and educational centres are available for internationals. Dhaka is connected to other cities by rail, road, and by air and internationals can move easily from one city to another. Dhaka has venerable green spaces, including many gardens and parks, historical places, and nice restaurants. The weather is tropical – hot and very humid during the summer monsoon season (April-September) and drier and cooler in the winter (October-March). Historically, Bangladesh has been a safe country for internationals so far. While Dhaka is not categorized as a hardship station, the volunteer should be prepared for limitations in freedom of movement on foot, by public transport, and to certain locations.
