Background:
As part of the OSCE Project “Promotion of Rule of Law and Administration of Justice”, the OSCE Programme Office in Bishkek (POiB) will continue to support the host State’s initiatives in the area of digitalization of criminal case proceedings based on the law, building on the established successful co-operation with the Prosecutor General’s Office (PGO). Currently, there are several electronic platforms within the criminal justice system covering certain functional areas of stakeholders, such as “AIS Suda” (SC), “Probation” AIS (MoJ), Unified Crime Registry, Unified Registry of Offences (PGO), Registry of Technical Expertise (MoJ). These systems shall be gradually integrated to form one seamless chain that should record and store correct information on each criminal case or offence, starting from the registration until the ultimate completion of the justice process. Thus, the project will support the Legal Statistics Department in developing a Regulation on Automated Information Systems.

Objective of Assignment:
The expert is responsible for drafting comprehensive regulations governing the operation and management of the Automated Information Systems within the criminal justice system in accordance with regulatory requirements to ensure the efficient and secure operation of these systems.

Tasks and Responsibilities:

Under the supervision of National Rule of Law Officer, the consultant will perform the following tasks:

  • Drafting detailed regulations that encompass both the legal and technical aspects of the operation, management, and security of the Unified Crime Registry.
  • Drafting detailed regulations that encompass both the legal and technical aspects of the operation, management, and security of the Unified Registry of Offences.
  • Conducting consultations with the Prosecutor General’s Office, law enforcement agencies and other relevant stakeholders, including government agencies, legal and IT experts, and user focus groups, to gather input and feedback on the draft regulations with further incorporation of feedback into the final draft of the Regulations.
  • Presentation of the finalized draft Regulations to the PGO management and other relevant stakeholder, such as law enforcement agencies and other relevant stakeholders, including government agencies, legal and IT experts.
  • Preparation of the final SSA report.

Necessary Qualifications:

  • University degree in the field of Law;
  • Additional degree or certification in Information Technologies would be an asset;
  • Minimum 6 years of professional experience in consulting and drafting regulatory documents, particularly in the field of information technology, including experiences that demonstrate a deep understanding of legal and technical aspects related to the operation and management of information systems in the criminal justice area;
  • Strong analytical, critical thinking and communication skills;
  • Fluency in Kyrgyz and Russian. Knowledge of English would be an asset;
  • Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet;
  • Flexibility, ability to work under minimal supervision and deliver against tight deadlines;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
