Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Law Division is the lead division charged with carrying out the functions of UNEP in the field of environmental law, governance and related policy issues, including those related to Multilateral Environmental Agreements (MEAs). To fulfill its mandate, the Law Division’s work focuses on: leading the international community in the progressive development of environmental law; supporting States in the development and implementation of governance, legal, institutional and policy measures that address emerging and important environmental challenges; facilitating cooperation and coordination among MEAs and between UNEP and those agreements; working with MEAs to support Parties to the respective MEAs in implementing their treaty obligations; and facilitating policy dialogue among States on issues relating to international environmental governance and law. This position is located in the Law Division at Nairobi duty station. Under the supervision of the Chief of the Environmental Conventions and Policy Branch, the incumbent will be responsible for the following duties:
Responsibilities
• Develop and implement strategic environmental governance and policy activities of the Environmental Conventions and Policy Branch, including promoting greater collaboration with the secretariats and governing bodies of the MEAs and other UN system entities. • Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, including for the governing bodies of UNEP. • Facilitate dialogue and cooperation among the Member States and stakeholders on environmental governance for policy coherence to address the three planetary environmental crises of climate change, nature loss and pollution and waste in a coherent manner. • Develop practical tools and approaches to support Member States for effective implementation of environmental policies and commitments through enhanced uptake of scientific knowledge and information. • Monitor and analyze programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Research, analyze and present information gathered from diverse sources related to international environmental governance and the environmental dimension of the 2030 Agenda for Sustainable Development. • Coordinate policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Generate survey initiatives; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepares conclusions. • Provide substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc; • Initiate and coordinate outreach activities; conduct training workshops, seminars, etc.; make presentations on assigned topics/activities. • Participate in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting • Perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in environmental law, environmental policy, international relations, environmental economics, environmental sciences or related area is required. A first level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
A minimum of seven (7) years of progressively responsible experience in project or programme management in the field of environment is required. Demonstrated professional working experience related to environmental governance or multilateral environmental agreements at the international and national level is required. Experience with the UN system or other similar international organizations is required. Experience in leading teams in the field of environmental governance is desirable. Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required; knowledge of French is desirable. Knowledge of another UN official language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
