JOB DESCRIPTION

Job Overview:

The purpose of the Protection from Violence Officer position is to implement and monitor Protection initiatives as defined by NRC protection strategy and policy frameworks.

In particular, the position holder will implement and monitor the field activities focused on  Protection of Civilians using a Community Based Protection approach including engagement with key community actors, capacity building of community structures, awareness and sensitization campaigns, development of community-based protection action plans and support to the implementation of these plans, referrals, protection risks and needs assessments and supporting integrated programming with other CCs.

The position holder will be spending most of her weekly time (minimum 4 days a week) in the field locations undertaking project implementation activities and will be reporting to the Protection Team leader.

Caution: This role is national, only female candidates from Afghanistan can be considered.

Generic responsibilities:

  • Adhere to NRC policies, tools, handbooks and guidelines.
  • Assist with the implementation of the protection function portfolio according to plan of action.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Promote and share ideas for improvement of the support function.
  • Provide overall support to all activities related to Community based protection activities.
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes.

Specific responsibilities

  • Support engagement and negotiations with local authorities, community representatives and other relevant stakeholders based on project implementation priorities as communicated by management
  • Implementation of field community based protection activities including:  development of the committees, delivery of training and other capacity building to the committees and key actors, support the development of the protection action plans, capacity building and support to committees for the implementation of the action plans, referrals, and information dissemination.
  • Oversee actors and service mapping and development of referral pathways and ensure that all the programme and monitoring documents which needs to be completed in the field are filled in as per guidelines and submitted
  • Monitor and the good implementation of the activities as per weekly and monthly plan and raise challenges with supervisor
  • Ensure regular collection, analysis and internal dissemination of protection information
  • Support evidence-based advocacy on prioritized topics
  • Undertake data collection to inform relevant internal and externally-commissioned protection assessments, risk analysis, needs assessments
  • Representation of NRC Protection in relevant meetings at field level as delegated by management
  • Support M&E department on proper data collection and monitoring of project activities.
  • Raise Purchase Requests (PRs) related to project implementation, closely liaise with procurement, logistics, and finance team throughout the process in order to ensure timely completion of the process and availability of the required goods and services.
  • Perform other related tasks as assigned by Supervisor.

Generic professional competencies:

  • Experience from working in similar role with a humanitarian/recovery context
  • Knowledge of cash-based interventions and market based programmes
  • Previous experience from working in complex and volatile contexts
  • Evidence based performance (weekly/planning/reporting practical templates, field visit reports & meeting minutes)
  • Fluency in English (both written and verbal)
  • Ability to work additional hours if and when required
  • Ability to commence work immediately
  • Ability to take decision that impact on delivery of activities and services
  • Ability to work under extreme pressure;
  • Ability to write qualitative and quantitative reports;
  • Ability to consider all beneficiaries as ‘clients’ and seek to understand issues from clients’ point of view;
  • Excellent interpersonal skills;
  • Good control and supervisory skills

Context/ Specific skills, knowledge and experience:

  • University Degree in Social Science, Business Administration , Business Management and Economics.
  • At least 3 years’ previous work experience with a satisfactory performance in protection or similar functional area with UN or international NGOs;
  • Community engagement experience is highly desirable
  • Ability to monitor ongoing developments in and around area of responsibility to keep informed and anticipate problems, as well as meet timeline  ;
  • Excellent communication (spoken and written in English) skills, including the ability to convey complex concepts and recommendations to staff at senior levels.
  • Having experiences of integrated program like; Education, Shelter/WASH and CCCM is desirable.
  • Working knowledge of the Guiding Principles on Internal Displacement;
  • Proficient computer skills (especially MS. Office Package)
  • Excellent ability of Dari and Pashto
  • Ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
