JOB DESCRIPTION

Background:

As a mountainous country, Kyrgyzstan has been consistently attracting the attention of the world community to the problems of sustainable development of mountain regions since the early 2000s.

In order to ensure environmental security of the country, increase climate resilience, preserve natural heritage and implement the Five-Year Action for the Development of Mountain Regions in 2023–2027 (Five Years of Action), the President Sadyr Japarov signed the Decree “on declaring the period 2023–2027 the Five Years of Action for the Development of Mountain Regions”. The same decree establishes the Organizing Committee for the preparation and implementation of the Five Years of Action. The committee will be chaired by the Chairman of the Cabinet of Ministers – Head of the President’s Administration. The decree also establishes the position of a Special Representative of the President on the implementation of the Five Years of Action.

At the same time the Ministry of Foreign Affairs (MFA), Special Representative of the President on implementation of Five Year Action on Mountain Region Development (Special Representative), and the Ministry of Natural Resources, Ecology, and Technical Supervision (Ministry of Natural Resources) continue coordinating efforts of all governmental agencies on development of mountain regions and act as the POiB’s main partner.

In 2023, Kyrgyzstan’s government approved a Concept and Roadmap for the implementation of the Five Years of Action. The Roadmap is a document that displays strategic plan with a set of activities aimed at sustainable mountain development of the country. For Roadmap’s some of the activities are implemented by the POiB.

Currently, Kyrgyzstan invites the main stakeholders and world states to take part in the Second Global Mountain Summit “Bishkek + 25” in 2027, which will summarize the results of the Five-Year Action for the Development of Mountain Regions in Kyrgyzstan. Moreover, Kyrgyzstan is promoting the initiative to consolidate the global dialogue “Mountains and Climate” in the annual program of the UN Climate Change Conference.

Objective of Assignment:
To support Kyrgyzstan in implementation of the road map “Five-Year Action for the Development of Mountain Regions in Kyrgyzstan” and preparation for the Second Global Mountain Summit “Bishkek + 25” in 2027.

Tasks and Responsibilities:
Under the overall supervision of the National Environmental Officer, the successful candidate will be tasked with the following duties:

  1. Collaboration with the MFA, the Special Representative, and the Ministry of Natural Resources and relevant state, international and public partners on strategies and approaches in implementing the Roadmap;
  2. Preparation of information package (background info, presentations, talking points) for participation of the Kyrgyz delegation in the Second Global Mountain Summit “Bishkek + 25” in 2027;
  3. Conduct desk reviews and undertake research on sectors specific to the development of mountain regions such as agriculture, glaciers, biodiversity, livelihoods, etc;
  4. Develop National Action Plan for implementation of the road map “Five-Year Action for the Development of Mountain Regions in Kyrgyzstan”;
  5. Provide expert support to the Kyrgyz Delegation in preparation for the UN Conference of the Parties (COP 30), specifically, for thematic side events in national pavilion of Kyrgyzstan;
  6. Providing assistance to the relevant governmental bodies in terms of delivery of public information on implementation of the road map “Five-Year Action for the Development of Mountain Regions in Kyrgyzstan”:
    – draft articles on challenges to sustainable mountain development as well as initiatives of Kyrgyzstan;
    – draft information products for further submission to local/international media;
    – communicate/collaborate with media on maintaining public relations and ensuring visibility of the activities run by the MFA.

Necessary Qualifications:

  • University degree in Social Sciences, Law, Environmental Studies, Political Science, Economics or other related fields.
  • Minimum one year of working experience in the field of climate change and environmental protection is an advantage.
  • Good understanding of the social, economic and political situation in Kyrgyzstan.
  • Work experience in government agencies and/or international donor organizations and projects in the field of climate change and environmental protection is an advantage.
  • Excellent analytical and writing skills.
  • Professional fluency in Russian and Kyrgyz with excellent communication skills; professional fluency in English would be an asset; both oral and written.
  • Computer literate with practical experience using Microsoft applications.
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Remuneration will be based on the selected consultant’s/expert’s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
