Organizational Setting and Reporting Relationship
The position of Senior Compliance Review Officer is assigned to the Office of the Compliance Review Panel (OCRP). You will be based at our Headquarters in Manila, Philippines.
You will report directly to the Advisor, OCRP for daily work under overall guidance and supervision of Chair, CRP, as the case may depend on tasks by the OCRP/CRP
Your Role
As a Senior Compliance Review Officer, you will operationally support the CRP by providing administrative, analytical, and technical support in the implementation of ADB Accountability Mechanism.
Your main work areas will include: (i) operational support to compliance review processes (i.e., eligibility determination, fact-finding/investigation, and monitoring of remedial actions); (ii) technical support to CRP Chair/Head OCRP in briefing the BCRC on compliance review cases and Accountability Mechanism/Compliance Review-related matters; (iii) administrative support in work planning, budget preparation, and consultant recruitment and management; (iv) briefing/awareness raising on compliance review and Accountability Mechanism in general; and (v) any other tasks assigned by the OCRP.
You will:
a. Eligibility Determination and Compliance Reviews
- Lead the preparation of procedural steps and timeframe from eligibility determination to preparation of compliance review reports, including monitoring
- Contribute in the (i) review and mapping of documents to identify information that is relevant to the CRP’s assessment of the complaint; (ii) preparation of comprehensive reports on compliance review processes, including their disposition and resolution, lessons learned, and monitors and reports on the status of the complaints that CRP received; (iii) review and finalization of the CRP reports to ensure accuracy of contents and citations, logical flow of discussion/ tenability of arguments, and general conformance with ADB document format and report standards; and (iv) review all monitoring/progress reports submitted by ADB Management / Project Team to CRP.
- Conduct mission planning and participation and draft TORs for technical experts needed for compliance review.
b. Outreach and Knowledge Management
- Initiate the preparation of Accountability Mechanism annual reports and 3-year joint learning report.
- Organize learning sessions, briefings, CRP and OCRP workshops. Be a resource person during induction and onboarding sessions, and similar events. Review feedback and prepare brief evaluation reports. Revise agenda and presentation materials to ensure that ensuing sessions are impactful and interactive.
- Ensure accuracy of compliance review materials before publication.
- Contribute to the TA processing and implementation, including knowledge products
c. Reporting, Annual Work Plan and Budget Planning and Management
- Manage the engagement of CRP-OCRP consultants and technical experts. Draft TOR, prepare contract variation, and ensure timely submission of deliverables.
- Lead the preparation of the CRP-OCRP work plan and budget and monitor implementation of those.
- Lead the preparation of briefing notes for the quarterly updates to the Board Compliance Review Committee and contribute to policy documents and reports needing OCRP’s inputs.
- Perform other tasks that may be assigned from time to time.
Qualifications
You will need:
- Bachelor’s degree in Social Sciences, preferably Master’s Degree or equivalent
- At least 8 years of relevant professional experience
- Knowledge of ADB or similar multilateral development bank’s project cycle
- Knowledge of ADB or similar multilateral development bank’s safeguard policies
- Experience identifying project-related issues and non-compliances
- In-depth knowledge of the nature and operations of compliance review processes in the context of global developments
- Experience in independently managing complex and sensitive situations involving strictly confidential information
- Skills in handling several diverse and complicated tasks with deadlines
- Skills in conducting research and verify data from external and internal sources
- Skills in creating relationships and work with staff, Management and Board of Directors and external clients such as member governments, private sector clients, and NGOs and civil society, including project affected persons
- Experience writing corporate reports and developing knowledge products
- Experience conducting outreach

Additional Information
ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference.
