This Terms of Reference (TOR) outlines the scope of work for a Protocol Consultant engaged by WMO to facilitate guidelines, as well as tailor-made trainings adapted to WMO’s needs to put in place a Protocol manual.

The training is also focused on enhancing the professional conduct and representation of its executive management team and directors during official visits and events. The primary objectives of the consultancy are to:

– Provide comprehensive guidance on protocol management for visits and events;

– Equip the executive management team and directors with the necessary skills and knowledge for effective representation of the agency;

– Develop written materials, including guidelines and tips, to serve as a reference for real-life scenarios.

The scope of work includes:

A theoretical framework:
– Protocol fundamentals will be shared to develop a concise overview of protocol principles relevant to international organizations. This theoretical part includes the importance of protocol in fostering positive diplomatic relations and organizational reputation;

– Best practices for visits and events: outline best practices for managing the reception of visitors in Geneva HQ, including logistics, cultural considerations, and communications, as well as the provision of guidelines for the preparation and organization of various types of events both in Geneva and abroad;

Practical application:
– The consultant will participate in real-case events to provide live advisory support to the executive management team;

– On-site guidance during the execution of events, ensuring adherence to protocol standards.

DELIVERABLES AT THE END OF THE CONTRACT:

The consultant is expected to deliver the following:

1. Protocol Handbook: A comprehensive handbook that includes:
a. Protocol principles and best practices;

b. Guidelines for official representation and event management.

2. Scenario-Based Guidelines: A document detailing specific tips and guidelines for real-life scenarios, with examples of appropriate actions and responses;

3. 4 On-Site Trainings and Advisory Reports: Trainings on (1) reception of visits, (2) WMO events, (3) organization of events, and (4) training for Directors. After each event, provide a report summarizing observations, recommendations, and lessons learned;

4. Short guide for directors on expected behaviors, attire, and etiquette during official functions, with a focus on cultural sensitivities and the agency’s values.

QUALIFICATIONS
Education
Education: University degree in social sciences or equivalent working experience.
Experience
– 15 years of experience in managing high-level visits and events, particularly in the UN or international context.
Other requirements
– Extensive knowledge of international protocol and diplomacy, especially from the point of view of a Geneva-based agency.

– Excellent communication and interpersonal skills.

Languages
Excellent knowledge of English and French (both oral and written). Knowledge of other official languages of WMO would be an advantage.
