This position is located in the Regional Office for the Middle East and North Africa (ROMENA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall guidance of the Regional Representative and the direct supervision of the UNODC Operations Manager, as well as the UNODC ITS section for ‘technological collaboration and reporting’. Responsibilities
The Associate Information Systems Officer provides support to the Regional Office’s programme management, assists with the administration and implementation of ICT strategies, in close consultation with the ITS section, in addition to acting as the focal point for property management for ROMENA. Within assigned authority, the incumbent will perform the following specific duties: • Ensure compliance with corporate information management and technology standards, guidelines and procedures for the UNODC Regional Office and outposts technology environment. • Assist with the provision of inputs to elaborate internal policies and procedures on the use of ICT, including the content of internal Standard Operating Procedures in ICT in consultation with ITS and office management. Prepares, updates and maintains system’s documentation and related technical/procedural manuals and conducts training sessions and demonstrations of systems for users and guidance to new/junior staff. • Coordinate the development and update of the ICT equipment procurement annual plan and participate in preparing user requirements and other technical specifications. Support on the procurement of ICT equipment including the clearance from HQ. • Provide advice on maintenance of equipment and acquisition of hardware supplies, making routine repairs and change of hardware electronic components. • Develop new software packages and well-defined modules within the system for high impact results (e.g. office management system, electronic registry, etc) as required. Assist in the set-up and monitoring of software performance measures and undertakes rigorous testing and proving of applications software. • Assist in the design, development, and installation of information systems. Also, maintain assigned portions of systems, providing operational support for system’s applications, analysing, and implementing system changes/upgrades, etc including UMOJA and UNODC applications. • Ensure the operation of network utility procedures defining network users and security attributes, establishing directories, menus, and drive-mappings, configuring network printers, and providing user access. Trouble-shoot and monitor network problems. Maintain up-to-date parameters of information for the network clients and electronic mail including LAN Infrastructure and Internet connectivity upgrade. Ensure data security and integrity, network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks. • Implement the backup and restoration procedures for local drives. Maintain backup logs. Organize off-site storage of backups. • Maintain measures in place for business continuity and disaster recover processes and procedures including backup and restoration of both server and local storage facilities. • Maintenance of the Regional Office premises by coordinating and supervising repairs/improvements by external contractors. • Ensure proper functioning of relevant communication equipment (mobiles phones, VHF radios, digital cameras, security surveillance equipment, sign-in machine). • Serve as property management focal point, monitoring office equipment, assets and vehicles, updating inventory of items. Including: i) goods receipt creation for all ROMENA and Control of the UNODC Assets Registry and in liaising with the UNODC Property Survey Board in Vienna, ii) maintenance of an up-to-date inventory of the software and hardware and stock of supplies and spare parts and iii) physical verification, and submission of service notification and write off equipment in liaison with the UNODC Property Survey Board in Vienna. • Ensure that services and maintenance of premises are in accordance with organizational standards. Ensures that all administrative transactions and arrangements of premises contracts follow the applicable policies, procedures, rules and regulations. • Support the Inter-Agency operations management team’s (ICT working group) in Egypt approach for enhancing UN common services to attain efficiencies and effectiveness. Security Agency focal point in Egypt. • Guide the performance of the ICT assistant in ROMENA. • Contribute to the collection and analysis of data and identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Document requirements and background information used for data analysis. • Perform other work-related duties, as required.

Education
An advanced university degree (Master’s degree or equivalent) in computer science, information systems, business administration or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of two years of progressively responsible experience in the planning, design, development, implementation and maintenance of computer information systems or related area is required. Experience in Assets Registry, property management of administrative supplies, office equipment and vehicles, updating inventory of items is required. Experience with an Enterprise Resource Planning (ERP) system is required. One year or more of experience in data analytics or related area is desirable. Experience with the United Nations System or similar international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic, is required. Knowledge of another United Nations official language is an advantage.
