Terms of Reference

1. General Background
The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on December 14, 1950 by the United Nations General Assembly. The UN Refugee Agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country.
UNHCR has helped millions of people to restart their lives. They include asylum seekers, refugees, returnees, stateless people and internally displaced persons. Its interventions in the areas of protection, shelter, health and education have been crucial, healing broken pasts and building brighter futures.
The UNHCR Office in China was established in 1979. Although China has been party to the 1951 Convention and 1967 Protocol since 1982, it has no law comprehensively governing asylum. In the absence of national refugee legislation, UNHCR continues to register asylum seekers, conducts individual refugee status determination under its mandate, seeks durable solutions for refugees, and provides direct assistance to the refugee population in mainland China.
The Standing Committee of China’s National People’s Congress adopted an Exit-Entry Administration Law on 30 June 2012, which came into force on 1 July 2013. This domestic law includes a provision (Article 46) regarding the treatment of refugees, which foresees, interalia, the possibility for persons of concerns to legally reside in China on the basis of a temporary identification to be issued by the authorities. UNHCR has been advocating for implementing regulations concerning Article 46 as well as working on building the capacity of the Government of China to implement its obligations under the 1951 Geneva Convention relating to the Status of Refugees and its 1967 Protocol.
UNHCR will continue to work with all stakeholders in China to ensure persons of concern receive adequate protection and assistance as well as to seek durable solutions for refugees.
The Private Sector Partnerships Service (PSP) sits within UNHCR’s Division of External Relations (DER) and is responsible for mobilizing resources and other forms of support from the private sector. In 2019, UNHCR China Office set up a new Private Sector Partnerships team to mobilize resources from the Chinese private sector to support our work globally. One of the key aspects in PSP’s work is to expand UNHCR’s engagement with the general public including UNHCR’s existing and potential supporters.
UNHCR is now looking for a highly motivated and dedicated PPH fundraiser, with expertise in philanthropy, high-net-worth individual (HNWI) engagement, wealth management, donor relations, or related fields. The selected candidate will join the PPH team to cultivate relationships and enhance partnerships with philanthropists and major donors.
2. Purpose and Scope of Assignment
Work under the guidance of the Associate PPH Officer, the incumbent will assist in the
followings:
• Assisting in the formulation and execution of the PPH strategy specific to philanthropy and HNWI engagement within the Chinese market.
• Supporting the cultivation and enhancement of relationships with philanthropy and HNWI donors, as directed by the supervisor, tailored to the local philanthropic landscape and market needs.
• Assist in the development of pitches, presentations, proposals, reports, and other fundraising materials targeted at philanthropy and HNWI donors.
• Helping manage and nurture existing partnerships, including drafting donor reports, planning donor engagement activities, and performing tasks vital for maintaining strong relationships.
• Conducting research to gather market intelligence that informs the team’s strategies for engaging specific donors or sectors within the philanthropy and HNWI domain.
• Assisting with the logistics of both internal and external events, including coordinating skill-sharing sessions.
• Working alongside administrative staff to support procurement, administrative duties, and travel arrangements for the PPH team.
• Facilitating effective information management and knowledge sharing by organizing and distributing relevant partnership and philanthropy documents and data.
• Maintaining accurate and current records of partnerships and donor interactions, managing income tracking, updating internal schedules, and overseeing data management on platforms like Salesforce.
• Supporting the implementation of communication and visibility strategies for philanthropy and HNWI donors, including organizing content collection and preparing communication materials.
• Ensuring compliance with UNHCR Due Diligence Procedures and preparing compliance reports for the global PSP team.
• Enhancing UNHCR’s visibility and positioning it as the preferred organization for individuals and entities interested in supporting issues related to forced displacement.
• Assisting in creating and distributing promotional materials for campaigns aimed at philanthropy and HNWI donors to ensure they align with overall objectives and timelines.
• Collaborating closely with broader PSP market strategies and initiatives, including working on non-direct cash contributions together with IG and MVD programs.
• Undertaking other related duties as needed to support the team’s overarching goals.
3. Monitoring and Progress Controls
The individual contractor will work in the UNHCR office under direct supervision of Associate PPH Officer and will be assessed according to;
– Ensure that PPH income targets are achieved in a cost effective manner
– Number of PPH donors diversified and partnerships with UNHCR continued in a long term manner
– Number of presentation and proposals produced in a year to obtain new partnerships
– Number of professional report prepared and delivered to donors
– Number of due diligence documents submitted to HQ
4. Qualifications and Experience
a. Education (Level and area of required and/or preferred education)
Completion of High School Diploman or University degree in Business Administration, Communications, Marketing, International Relations, Sociology, or other related discipline.
b. Work Experience
– Minimum 3 year working experience for High School Diploma or 2 years of relevant experience for Bachelor degree and above, including experience of PPH programme in fundraising from UN agencies, iNGOs, international organizations, and/or Corporate Social Responsibility (CSR).
– Excellent knowledge of UN (especially UNHCR) procedures.
– Excellent knowledge of MS Office Suite (in particular Excel) and Powerpoint Presentation.
– Excellent knowledge of English.
c. Key Competencies
– Work experience in professional fundraising skills, and/or marketing skills;
– Understanding about UNHCR’s works and/or humanitarian issues;
– Proven skills in writing, drafting, translation and communication and presentation skills;
– Proven experience in research and networking with the PPH programme
– Excellent writing and speaking skills in both Chinese and English
