Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

Under the overall direction of the Director General, and in close collaboration with relevant organizational entities within UNIDO, the Directorate of Corporate Services and Operations (COR), headed by a Managing Director, is responsible and accountable for the management of UNIDO’s human, financial and material resources, ensuring the capacity of the Organization to fulfil its mandate.

The Directorate oversees a full range of corporate services to meet the support needs of the Organization, acts as a custodian for corporate management policies, and promotes a culture of cooperation, service orientation and corporate excellence throughout the Organization to deliver efficient and effective high-quality work and enable tangible impact on the ground to achieve ISID worldwide.

The Directorate manages the functions of the Ethics and Accountability Unit (COR/EAU), the Risk Management and Compliance Unit (COR/RCU), the Divisions of Financial Resource Management (COR/FIN) and Human Resources Management (COR/HRM), as well as the following Services: Procurement Services (COR/PRO); Digitalization, Innovation and TC Optimization Services (COR/DIT); Facility Management Services (COR/BMS); and Asset Management and Logistics Services (COR/AML).

This position is located in the Office of the Director, Division of Human Resource Management.

At the G6 level the incumbent is expected to perform highly independent and specialized duties focusing on advice, service delivery and support within the organizational environment and team. His/her interventions result in processes integrity.

The UNIDO Staff Appraisal and Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit.

FUNCTIONAL RESPONSIBILITIES

The HR Planning and Coordination Associate is responsible for supporting HRM planning and coordination of cross cutting work products, inputs and reporting across respective HRM functions.

The incumbent co-ordinates preparation of HRM workplans, supports management of the HRM budget, co-ordinates meetings and events.

The incumbent co-ordinates and manages cross cutting Division tasks on behalf of the Director, HRM tasks, including maintaining tools necessary for tracking implementation of HRM workplans.

The incumbent facilitates the implementation of HRM’s work by liaising with other Divisions and Directorates within UNIDO. The incumbent works under the supervision of the Director HRM, and in collaboration with the HR Assistant in the Office of the Director.

Main duties:

  • Assist in the overall smooth functioning of the HRM Division by proactive planning and ensuring timely follow up on assigned HRM taskings and requests; provide first level review of inputs to promote high quality and consistency in cross cutting HRM deliverables;
  • Facilitate collaboration and partnership with other COR functions, as well as other Directorates, by maintaining close liaison on cross cutting projects and activities;
  • Coordinate and draft statements, talking points, briefing documents, background papers, presentations, project documentation and other material, as well as substantive analyses and summaries of reports requiring action by the Director, HRM;
  • Prepare co-ordination meetings on behalf of Director, HRM, including ensuring participation and follow up; accompanying Director HRM in internal and external meetings as necessary;
  • Gather HRM related information to support audit and other oversight activities, including responses to audit and other reports; promoting continuous improvement of HRM policies and procedures by tracking timely implementation of related management action plans;
  • Support the HRM function in the development and use of HR analytics, including the use of dashboards on key HR metrics and mainstreaming the use of data in HR planning, delivery and reporting; Ensures HRM reports and other relevant outputs benefit from the use of modern data visualization formats;
  • Promote continuous improvement of HRM processes and procedures, including through identifying opportunities for enhanced use of existing and/or new technologies;
  • As necessary, support the HR Assistant in the performance of their duties, including backstopping during periods of absence;
  • Any other duties as required.

MINIMUM ORGANIZATIONAL REQUIREMENTS

Education: Completed higher secondary education. High school diploma or equivalent is required.

Credit towards total working experience may be considered on a year by-year- basis, up to maximum of four years, for a first university degree or equivalent diploma, in a field relevant to the post.

Experience:

  • At minimum of ten (10) years of relevant working in human resources, administration, or a similar role is required.
  • Experience in HR planning, talent management, workforce coordination, or similar functions is required.
  • Experience in HR information systems (HRIS), such as PeopleSoft, SAP, or Oracle, for personnel data management and planning is required.
  • Strong organizational and time-management skills, with the ability to coordinate and implement multiple HR-related projects and tasks within set deadlines.
  • Ability to analyze HR trends and data (such as headcount reports, staffing patterns, or workforce gaps) to support decision-making and strategic workforce planning.
  • Proven ability to anticipate and solve administrative and operational challenges in HR contexts.
  • Excellent communication and interpersonal skills to interact effectively with diverse teams and across various levels of the organization.
  • Ability to work collaboratively with internal and external stakeholders, including hiring managers, HR partners, and regional offices.
  • Experience working within UN systems or international organizations with a similar structure is a strong asset.
  • Experience/proficiency in using Microsoft Office (Outlook, Word, Excel and PowerPoint), internet, is required.

Language Skills:

Fluency in written and spoken English is required. Fluency in or working knowledge of other UN languages is an asset.
