Duties and Responsibilities

Organizational Setting and Reporting Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), United Nations Office for Disaster Risk Reduction has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, the United Nations Office for Disaster Risk Reduction guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This consultancy position is located in the UNDRR Regional Office for Arab States (ROAS). The consultant will report directly to the Associate Programme Officer in Cairo. Duties and Responsibilities Under the supervision of Associate Programme Officer, the Consultant will be responsible for: 1. Supporting the review of the local resilience action plan for the targeted cities or union of municipalities, 2. Support the coordination with other Participating United Nations Organizations (PUNOs) on regional level to ensure cohesive and integrated implementation of the programme, 3. Support the coordination with other Participating United Nations Organizations (PUNOs)at the country-level (Iraq, Jordan and Lebanon) to ensure timely delivery of the programme, 4. Reviewing deliverables and reports submitted by grantees and consultants to ensure quality and compliance with programme requirements, 5. Compile and provide substantive input into the donor reporting based on the donor requirements, 6. Develop a final report on programme implementation, lessons learned and best practices, The expected deliverables are: 1- Three revised local resilience action plans. (60 days) 2- Detailed programme advisory committee meeting reports/minutes (35 days) 3- Detailed programme steering committee meeting reports/minutes (75 days) 4- One mid-term donor reports. (10 days) 5- Two annual donor reports. (30 days) 6- One final report on the lessons learnt from the programme implementation and means of replication. (30 days)

Qualifications/special skills

• Advanced degree university degree in urban development, social sciences, disaster risk reduction or disaster risk management or any related field is required. • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • At least 5 years of experience in research and analysis in disaster risk reduction or management or climate change adaptation or related area is required. • Experience in working on regional programmes in the Arab States is required. • Experience in coordinating multi-country programmes is required. • Experience in coordinating and consulting with governmental entities and/or multiple stakeholders in programme implementation is desirable. • Experience in national policy development related to disaster risk reduction, climate change adaptation, and/or sustainable development is desirable. • Experience in integrating gender considerations and inclusion into Disaster Risk Reduction frameworks and initiatives is desirable.

Languages

• English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English and Arabic is required.
