JOB DESCRIPTION

Org. Setting and Reporting
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region. This position is located in the Conference and Documentation Services Section. The incumbent reports to the Principal Officer, Office of the Executive Secretary.
Responsibilities
Under the direct supervision of the Principal Officer, the incumbent is required to perform the following functions: • Provides policy guidance to the Principal Officer, on the management of the implementation of overall strategies, policies and procedures governing the work of the Section. • Plans, coordinates and oversees the management of activities undertaken by the Section, for the day- to-day operation as well as the long-term planning of the Section, including the provision of conference services (editing, translation, text processing and interpretation). • Provides effective administration and supervision of the Section by managing and using resources efficiently through the optimal mix of internal capacity and external assistance. • Ensures that the outputs produced by the Section maintain high-quality standards. • Determines priorities and allocation of resources for the completion of outputs and their timely delivery. • Translates or revises texts of an exceptionally sensitive, complex or confidential nature as needed. • Carries out programmatic/administrative tasks necessary for the functioning of the Section, including those relating to the preparation and management of budgets, evaluation of staff performance (e-performance), identification of staff to be recruited taking due account of gender balance and other institutional values, interviewing of candidates for job openings and evaluation of candidates. • Fosters teamwork and communication among staff in the Section and across organizational boundaries, including inter-agency staff loans and servicing other UN conferences and meetings held in the Asia-Pacific region. • Represents the Organization at inter-agency meetings, seminars, etc., on language-related issues. • Performs other duties as and when required.

Education
Advanced university degree (Master’s degree or equivalent) in language studies (editing/translation/interpretation) or related field is required. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience in language services may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of 10 years (or twelve years for candidates with a first-level university degree) of progressively responsible experience in editing/translation/interpretation or a related field, is required. A proven track record of leadership in multicultural settings, including management and coordination of teams of both international and local staff, is desirable. Experience with language-specific software and terminology databases is required. Experience building and maintaining effective working relationships with a wide range of both internal and external clients, including freelance and in-house language professionals, and government representatives, is desirable. Experience with documentation and work monitoring systems is desirable. Experience in the United Nations Common System or in similar international organizations is desirable. Relevant experience in two or more duty stations is desirable. Experience in managing a programme of work and maintaining relations with other language services to coordinate programmatic, substantive and managerial aspects is desirable. Experience working on the economic, environmental and social issues covered by ESCAP is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and another UN official language is required. Knowledge of an additional UN official language is an advantage.
