Successful and timely development and deployment of the updated platform of the NOU Registration System (SIRO), and its integration into Single Window 2.0. of the PRTR and the platform for the management of payments of the NOU, in accordance with the guidelines of the DTI of the MMA.
Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the world’s leading environmental authority that sets the environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and acts as an authoritative advocate for the environment. Its mandate is to coordinate the development of consensus on environmental policy by keeping the global environment under review and bringing emerging issues to the attention of Governments and the international community for action. The UNEP Law Division collaborates with international and national partners, providing technical assistance and capacity building for environmental policy implementation, and strengthening the environmental management capacity of countries and developing countries with economies in transition. UNEP is an implementing agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. This function is carried out through the Ozon Action Branch of the Law Division, which aims to enable developing countries to meet and maintain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Program (CAP) provides a range of services and support in implementing projects to help those countries. As part of the latter, the CAP Latin America team provides technical assistance for the control of trade in HCFC substances and equipment dependent on those, as part of Chile’s activities under the HCFC phase-out management plan (HPMP), stage III, 1st tranche. In relation to the mandate of the UNEP Ozone Action Clearinghouse under Article 10 of the Montreal Protocol and the UNEP Business Plan for 2023 and the CAP budget, the OzonAction’s Branch is providing legal, policy and technical information and advisory services to National Ozone Officers and other stakeholders. In line with national legal and regulatory frameworks, the Government of Chile, through its National Ozone Unit (NOU), the Ministry of the Environment of Chile (MMA), has requested UNEP, as the cooperating implementing agency of the HPMP, stage III, 1st tranche , to support the hiring of a local consultant, to execute the activities related to the strengthening of the regulatory framework for the control of HCFC trade , specifically, the regulations applicable to controlled products. To date, the NOU has developed a first version of the Controlled Product Registration System (SIRO). However, the technological update of the base platform for registration of Pollutant Release and Transfer Register (PRTR) makes it necessary and urgent the updating of the SIRO system, so that it can be operational. At the same time, it is necessary to include new guidelines from the Department of Information Technologies of the MMA, so that the system is sustainable over time. By virtue of the above, these Terms of Reference are intended to describe the specialized consulting services that require a programming expert with experience in systems development. Specific tasks and responsibilities: Implement the updated SIRO platform, its integration into the VU2.0 of the PRTR and develop the payment management system of the Ozone Unit, according to the guidelines of the DTI of the MMA and in close coordination with the Ozone Unit. Specifically, the consultant will be in charge of the following activities: -Update of the SIRO platform, its integration with the VU2.0 of the PRTR according to DTI guidelines and in close coordination with the Ozone Unit. -Development of the payment management system platform of the Ozone Unit, according to DTI guidelines and in close coordination with the Ozone Unit. -Execution of preventive and corrective maintenance of both systems for the closure of the project. -Maintain close coordination with the Ozone Unit at all stages of project implementation.
Qualifications/special skills
ACADEMICS: Higher Technical or university degree in information technology, systems analysis, systems programming. Required Five years of work experience in the development of declaration and/or reporting systems. Work experience in the integration of systems to the Single Window 2.0 system of the (PRTR) of Chile. Knowledge and skills in configuration of Laravel, VueJS, PostgreSQL database and Git version control. Experience in development of declaration systems of the Ministry of the Environment of Chile is an asset.
