Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO Representation in Cambodia is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in Cambodia is developing FAO’s Country Programming Framework (CPF) 2024-2028 as well as contributing to the development of United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024 – 2028, and providing technical assistance to the Government counterparts to develop relevant strategies and action plans. FAO Representation in Cambodia is implementing several projects and programmes under the six thematic areas, namely Food Systems Governance; Agriculture Value Chains; One Health and Livestock Production; Fisheries; Forest, Land and Water; and Data and Digital Transformation.

Reporting Lines

Under the overall supervision of the FAO Representative (FAOR) in Cambodia, the functional supervision of the Assistant FAOR (Administration), and the direct and day-to-day supervision of the Technical Advisor (Animal Health), the incumbent, in close collaboration among others with the Operations, Programme and Admin Units, national and international technical specialists, and Government counterparts, will specifically carry out the tasks listed below.

Technical Focus

By actively coordinating partners, the Technical Support Specialist (Coordination and Partnership) supports and contributes to effective operations and implementation of the projects in the FAO-Cambodia One Health and Livestock Production thematic area.

Tasks and responsibilities

The Technical Support Specialist (Coordination and Partnership) will:

•    Liaise and coordinate with OHLP partners, including,

o    Promote linkages and synergies among relevant agencies including the government agencies, Development Partners, International and local Organizations, private sector,
o    Coordinate the work done for FAO OHLP by each implementing entity,
o    Coordinate activities implemented by service providers who are contracted through Letters of Agreement (LOA),
•    Identify opportunities for institutional arrangements or collaborations between the OHLP and government Departments or other partners,

•    Assist with human resources (HR) activities, including,

o    Coordinate the overall hiring plan for hiring of national and international affiliate workforce;
o    Develop and/or review Terms of Reference of affiliate workforce and ensure compliance with current standards and regulations;
o    Provide administrative support, including recording worked hours for the payment of fees to national and international consultants and other related tasks;
o    Assist in the performance evaluation process of national and international consultants, providing logistical and administrative support for the preparation and recording of their performance evaluation reports (QAR);
•    Assist with budgeting and financial activities, including,
o    Review and ensure all payment requests, cash advances and liquidations are in line with FAO rules, regulations and procedures;
o    Review all invoices and certify for payment and liaise with Finance Team to resolve any constraints faced in releasing payments;
o    Prepare budget plan for project trainings, workshops and study tours;

•    Strengthen partnership with current donors and identify funding opportunities

•    Assist with procurement activities, including,
o    Prepare the project(s) procurement plan and consolidate the plans;
o    Carry out procurement actions under his/her Delegated of Authority (DoA) and assist in sourcing vendors to ease procurement actions undertaken by Procurement Team;
o    Draft specifications, and LOAs and obtain necessary clearance;
o    Liaise with Procurement Team to resolve any constraints faced in procurement;
o    Act as frontline support to project personnel on procurement matters, including raise PR, and record receipt in GRMS, and propose for PO closing.
•    Assist with project/programme management and reporting, including,
o    Provide support to PM to develop project work plan;
o    Ensure compliance with corporate and programme quality requirements (obtain appropriate clearances where required);
o    Assist monitoring work plans and preparing expenditures plan;
o    Contribute to regular project reporting;
o    Assist in providing secretarial support to Project Steering Committee (PSC) and Project Task Force (PTF);
o    Assist in reviewing and monitoring project budget and prepare requests and revisions as required; maintain shadow expenditures reports;
o    Assist in coordinating and supporting for the producing of progress and terminal reports for the Government, FAO and the Resource Partners;

•    Perform related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

•    University degree in business administration, economics, statistics, International Relations or a discipline relevant to the mandate of the Organization
•    At least 5 years of relevant experience in managing and/or coordination projects/programme related to FAO-Cambodia thematic areas (Food Systems Governance; Agriculture Value Chains; One Health and Livestock Production; Fisheries; Forest, Land and Water; and Data and Digital Transformation).
•    Full proficiency in spoken and written English.
•    National of Cambodia
