Terms of Reference

General Background
The shelter Associate will work with the shelter unit in the UNHCR suboffice of Cox’s Bazar. The unit aims to address daily challenges faced by the Rohingya refugees by providing a structured living environment and ensuring access to suitable shelter and dignified living conditions free of hazards. Shelter unit also addresses issues such as inadequate access and overcrowding while emphasizing the equitable provision of essential services to promote the well-being and safety of all individuals in the settlements. As part of its mandate to support in access to basic services, the unit is in charge of construction and rehabilitation of settlement infrastructure including roads, drainage, retaining walls, education facilities, health facilities, community centers, distribution points and all other protection related structures across the camps managed by UNHCR.

The Shelter Associate, as part of the Shelter Unit will be responsible for assisting the project development process, participating in assessment, development of BOQs and preparation of bid documents. The incumbent will be assisting UNHCR office for the implementation through UNHCR’s Direct Implementation Modality, the construction of settlement infrastructure (learning centers, health centers, community centers, sports centers, Distribution Centers and others that may be required) and shelter including the technical assessment of structures that need rehabilitation works and the preparation of assessment reports including preliminary design and cost estimate, implementation of the construction/rehabilitation of infrastructure projects as required by UNHCR. She or He will ensure all is done in alignment with humanitarian standards including SPHERE within the approval and guidelines provided by the government.

2. Purpose and Scope of Assignment
– Assist in carrying out infrastructure needs assessments while liaising with other relevant sectors such as protection, programme, community services, WASH, administration and supply.
– Provide support in the daily management of all construction and infrastructure projects within the AoR ensuring that works are carried out in compliance to established UNHCR, national standards/best and local government (RRRC) practices for the full project cycle.
– Follow up the design and construction of infrastructure (schools, health centers, reception centers, drainage and roadworks etc) to confirm these are approved by the relevant authorities (RRRC and CiCs at camp level), technically sound, supplemented with accurate drawings, detailed BQs and specifications and implemented according to plans, completed within designated timelines, budget and ensure that this information is shared with relevant colleagues.
– Work closely with other relevant sectors such as WASH, education, and health so infrastructure implementation is synchronized and coordinated.
– Assist in coordination and management of UNHCR’s shelter and infrastructure interventions in a timely, cost-effective, inter-sectoral manner.
– Work with the government and relevant authorities and counterparts to ensure strong coordination and partnership.
– Participate, as technical focal point within the AoR for meetings on Direct Implementation activities to provide regulare reporting on construction activities.
– Maintain and updated construction status project workplan to ensure adequate monitoring, reporting and sequencing with other related sectors in the delivery of the constructions.
– Provide support in the preparation of bid documents for all construction and infrastructure projects including technical specifications, BoQs, drawings, etc.
– Assist in the technical evaluation of received bids as well as in the review/inspection of the quality of shelter and infrastructure products/works.
– Perform other related duties as required.

3. Monitoring and Progress Controls

– The delivery of outputs will be in alignment with UNHCR Construction Management Standard Operating Procedures and tools including standardized templates.
– Timely delivery of the construction projects including all related reports will be considered in the performance monitoring of the Shelter Associate.
– The Shelter Associate will maintain a project management work plan that is updated weekly for all the projects that are under construction with regular reporting to the unit on progress challenges.
– Weekly reporting and presentation of the status of construction to other key units including Program, Supply and the sector specific requesting Units.

4. Qualifications and Experience
a. Education (Level and area of required and/or preferred education)

– Minimum Requirement is a Bachelor of Science in Civil Engineering and or Construction Management and 2 years of experience.
– In lieu of a Bachelor of Science in Civil Engineering and or Construction, a Diploma in Civil Engineer and or Construction Management with a minimum of 03 years’ experience.

b. Work Experience
– Knowledge of SPHERE standards and the ability to use basic survey equipment, digital cameras, and computer equipment.
– Minimum 2 years of experience in Construction Management and Civil Engineering works.
– Knowledge of computer graphics, AutoCAD and mapping software as well as the capacity to use mapping tools (GPS), and digital photographic equipment, and related software (map info etc.).
– Minimum 2 years of experience in developing detailed design specifications.
