NATIONAL CONSULTANT HEALTH SYSTEMS EVALUATION ANALYST

TERMS OF REFERENCE 
Hiring Office: UNFPA Philippines
Purpose of consultancy: The UNFPA Philippines Country Office is taking significant steps to address maternal mortality in the country by transitioning to a financing model that will leverage additional resources. With a $500,000 investment from the Strategic Investment Facility (SIF), UNFPA is collaborating with the Department of Health (DOH) and the Asian Development Bank (ADB) to support the ambitious “28 for 28 by 28” initiative.

This initiative aims to establish 28 new Bagong Urgent Care and Ambulatory Services (BUCAS) centers by 2028, targeting a reduction in the maternal mortality rate from 144 to 113 per 100,000 live births. BUCAS centers will serve as vital intermediate health facilities, providing essential urgent care services and minor surgeries, available seven days a week. Their establishment is critical for enhancing access to timely and quality healthcare, ultimately improving maternal health outcomes.

To ensure the success of this initiative, UNFPA is bringing on a Monitoring and Evaluation (M&E) analyst. This role will focus on tracking progress, documenting results, and strengthening DOH’s M&E systems. By effectively monitoring the performance and impact of both the BUCAS centers and the Purok Kalusugan initiatives, the M&E analyst will help align efforts with national health goals and UNFPA’s transformative objectives, ensuring that the investment yields meaningful results in reducing maternal mortality and improving health outcomes for Filipinos.

Scope of work:

(Description of services, activities, or outputs)

The analyst, in consultation and collaboration with the Department of Health, shall be engaged through a consultancy contract with the following deliverables:

  1. Support to Conduct of Comprehensive Assessment of Existing BUCAS Centers:
    1. Develop assessment tools (e.g., questionnaires, interview guides, observation checklists) based on standardized indicators and the specific needs of the BUCAS program.
    2. Conduct site visits to BUCAS centers to collect quantitative and qualitative data.
    3. Analyze collected data to identify strengths, weaknesses, gaps, and areas for improvement in service delivery, infrastructure, and management of BUCAS centers.
    4. Develop a comprehensive assessment report with clear findings, conclusions, and recommendations for action.
  2. M&E System for Competency Development System to Evaluate Learning and Development Iniitiavies
    1. Define key performance indicators (KPIs) for the LDI competency development system, aligned with program objectives and national standards.
    2. Develop a framework and tools to track and measure the effectiveness of LDI training and competency development initiatives.
    3. Establish data collection mechanisms and procedures to monitor LDI performance and identify areas where further support is needed.
    4. Design a system for data analysis and reporting on LDI competency levels and progress.
  3. Support to Development of BUCAS M&E System:
    1. Review existing BUCAS program documents and data sources to identify key indicators and data gaps.
    2. Develop a comprehensive M&E framework for the BUCAS program, including a logical framework, indicators, data collection methods, and reporting requirements.
    3. Design data collection tools and databases to ensure efficient and accurate data management.
    4. Develop a plan for data analysis, interpretation, and reporting to inform program management and decision-making.
  4. Support to Development of a Policy for Operationalization of Purok Kalusugan (Monitoring and Evaluation):
    1. Conduct a thorough review of current policies, guidelines, data sources, and community health programs to identify existing M&E frameworks, best practices, and potential gaps related to Purok Kalusugan.
    2. Consult with DOH officials, health workers (BHWs, CHTs), and community members to understand their needs, priorities, and challenges regarding Purok Kalusugan M&E.
    3. Support the development of a plan outlining the implementation of M&E, including data collection methods, reporting mechanisms, and clear roles and responsibilities for all stakeholders.
  5. Support to the regular reporting on the progress of the implementation of the SIF including the writing of the final report of the project.
Duration and working schedule: Eleven (11) months, Full-time engagement

November 2024 – October 2025

Place where services are to be delivered: The consultant is expected to report at the UNFPA Country Office and to attend regular meetings at the Department of Health .
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
  • Monthly Accomplishment Report to be submitted every end of each month detailing: 1) Target Deliverables; 2) Deliverables Achieved; and 3) Additional Inputs if necessary
  • The monthly accomplishment report described above shall be prepared by the M&E Specialist and reviewed and verified by the Programme Analyst for SRHR.
Supervisory arrangements: The Programme Analyst will be under the overall supervision of the Country Representative and direct supervision of the Programme Analyst for SRHR and will receive day-to-day guidance from the M&E Manager.
Expected travel: Occasional monitoring related visits to the DOH Regional Offices and BUCAS Centers
Required expertise, qualifications and competencies, including language requirements: JOB REQUIREMENTS:

  • Advance degree in health sciences, demography, statistics, or relevant social science course or equivalent relevant experience monitoring and evaluation
  • At least 2 years of professional experience working on Monitoring and Evaluation.
  • Previous work experience in the health sector is an advantage.
  • Previous work experience on sexual and reproductive health and rights is an advantage.
