JOB DESCRIPTION

 

The UN Environment Programme (Climate Change Division, Mitigation Branch) implements the International Methane Emissions Observatory (IMEO) and Oil & Gas Methane Partnership 2.0 (OGMP 2.0), an ambitious reporting initiative to facilitate methane emissions reductions from the oil and gas sector. A consultant with expertise on global oil and gas assets is needed to provide technical advice and support to the Programme Managers in charge of the OGMP 2.0 and of the IMEO.

The OGMP is a multi-stakeholder partnership working to improve methane emissions reporting. The updated reporting framework (OGMP 2.0) launched in November 2020, is the most ambitious and comprehensive reporting framework for methane emissions from the oil and gas sector. Member companies will report on methane emissions levels from all material sources across the entire oil and gas value chain, including both operated and non-operated assets. OGMP 2.0 is a comprehensive measurement-based methane reporting framework that standardizes rigorous and transparent emissions accounting practices.

OGMP reported data will be integrated by the International Methane Emissions Observatory with other data streams (remote sensing data, scientific measurements data, national inventories).

 

 

The senior data analyst will supervise a team of data analysts, oversee the analysis of the data provided by OGMP 2.0 companies to transform the raw data reported into information and insights to ensure it is accurate and high-quality.

The senior data analyst will be responsible for ensuring the scientific integrity of the data analysis on OGMP 2.0 companies. He/she will provide inputs and feedback on the development and documentation of data analysis protocols. He/she will oversee the preparation of feedback to the OGMP2.0 companies on their reporting. He/she will advise the IT team on the development of the database and contribute to the integration of the data into it. He/she will lead the elaboration of data trends and analyses to be included in the annual IMEO report.

The consultant will perform the following tasks:

  1. Lead the review, analysis, and aggregation of OGMP companies’ annual reports:
  • Lead the OGMP 2.0 data analysis team
  • Lead the review of the methane emissions reported at asset-level and source-level data from oil and gas companies’ operated and non-operated assets reported to the OGMP
  • Review for completeness of data reported, and consistency with reporting framework and relevant approved technical guidance documents
  • Lead the analysis of companies’ performance target commitment, compare to UNEP-recommended targets and document progress
  • Provide feedback to the OGMP2.0 companies on their reporting.
  1. Provide strategic direction in the compilation of OGMP2.0 companies data to feed into the annual report:
  • Analysis of emissions, focusing on data patterns, quality gaps, and consistency
  • Identify inconsistencies among and between operator, region, facility type, source type
  1. Oversee the development of data analysis tools and quality assurance protocols for data analysis
  • Provides inputs and feedback on the development of the IMEO data platform

 

 

a. Education

  • Advanced university degree (Master’s degree or equivalent) preferably in engineering, economics or a relevant field to understanding oil and gas assets.
  • A first-level university degree preferably in engineering, economics or a relevant field to understanding oil and gas with an additional 2 years of qualifying experience may be accepted instead of the advanced university degree.

b. Work Experience

  • At least 7 years of relevant work experience with oil and gas asset data is required
  • Expertise in oil and gas assets and/or market research is required
  • Experience using or building oil and gas asset data and gas flow software (e.g., Rystad, Envereus, IHS, etc.) is required
  • Senior experience and fluence in oil and gas asset data and gas flow modeling is desirable.
  • Experience with database and GIS software is desirable.

c.Language

  • Fluency in English is required.
  • Knowledge of another UN language is desirable.

Contract type: International Individual Contractor Agreement

Terms and Conditions
