Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in Georgia supports state and non-state partners towards the achievement of substantive gender equality in Georgia. In line with national and international commitments, UN Women works on the levels of policies and legislation, institutions and grassroots, in order to achieve transformative results for increased gender equality and greater protection of the rights of women and girls.
As a part of its Governance & Participation in Public Life (G&PPL) portfolio, UN Women Georgia Country Office is implementing the second phase of the “Good Governance for Gender Equality in Georgia” (GG4GEG II) project. The GG4GEG II builds on the lessons learned and results achieved within the framework of its 1st phase of implementation in 2019-2023 and aims to ensure that women and girls in all their diversity benefit from gender-responsive governance and fully and equally participate in decision-making and economic life in Georgia. In order to contribute to this transformative change, inter alia, UN Women supports the Government of Georgia to promote gender responsive employment/human resource management policies and practices to and promote women’s meaningful participation in decision-making.
In line with these efforts, in 2024 UN Women supported the Civil Service Bureau (CSB) – the primary government agency responsible for coordinating public employment policies – in developing Guideline on Gender Responsive Employment Policies in Public Service. This initiative aligns with the 2023–2024 Public Administration Reform (PAR) Action Plan adopted by the Government of Georgia in 2023 and CSB’s internal 2022–2024 Gender Equality Action Plan, adopted with the support of UN Women in 2022. Aligned with the Guideline, UN Women further supported CSB in strengthening capacities of up to 60 human resources managers in public service on gender responsive human resources management. In 2025, UN Women plans to scale up this initiative and conduct a series of trainings for human resources professionals in civil service. In line with these efforts, UN Women is seeking to recruit two (2) National Consultant/s with the goal to conduct capacity development trainings on gender responsive employment policies for human resources professionals and other relevant stakeholders in public service.
