JOB DESCRIPTION

Project Context and Scope
The Migration Health Assessment Centre (MHAC) is seeking qualified Consultants in the following specialties: Psychiatrist, Pediatrician, Cardiologist, Pulmonologist, Endocrinologist, Neurologist, Urologist, Obstetrician and Gynecologist, General Surgeon, Oncologist, Dermatologist, ENT Surgeon, Physiotherapist, and more.
Under the overall guidance of the IOM Sub-Regional Health Assessment Program Coordinator (for administrative matters) and the technical guidance of the IOM Migration Health Physician for technical matters, the successful candidate will be responsible for carrying out the following duties and responsibilities at their own clinic facility.

The Consultancy will be for a period of six months. The expected main activities and deliverables are indicated below.

  • Conduct proper identification of migrants referred to your facility by IOM for specialized evaluation and record all relevant health information in standard forms ensuring completeness and accuracy of the recorded information.
  • Perform evaluations for migrants referred by IOM physicians during Pre-Migration Health activities and provide recommendations on the diagnosis, management, fitness to travel assessment, and any travel assistance they may require. Subsequently, provide detailed evaluation reports within 5 working days post consultation. Occasional urgent reports may be required within 48 hours of the evaluation (such urgency will be specifically communicated at the appointment booking stage.
  • Provide counselling and follow-up to migrants with significant medical conditions and provide input where appropriate on technical and medical inquiries related to mental health and substance use screening, diagnosis, classification, and management in the context of migration health assessment.
  • Coordinate with the IOM referring physician on significant issues related to the migrant’s health and ensure proper reporting and management of incidents related to the referred migrant.
  • Participate in capacity-building activities/ training sessions as appropriate especially on Mental health. These will be coordinated by the IOM Regional Mental Health Focal Physician and will include an initial induction orientation session and occasional sessions on relevant updates to IOM Mental Health processing.
  • Contribute to quality improvement for the health migrants referred to your clinic
Performance indicators for the evaluation of results
  • Flexibility of scheduling appointments on short notice within 5 working days from the request date.
  • Submission of detail medical report withing 5 working days post consultation
  • Submission of invoice along with the report.
Education
  • University Degree in Medicine or a Master’s degree from an accredited academic institution.
  • Valid license to practice in countries of residence
Experience
  • 4 years relevant experience.
Languages
  • Fluency in English
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel required
  • This consultancy is primarily medical facility based. The consultant will carry out the duties at their own Clinic Facility or place of practice.

Appointment will be subject to certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned Government, where applicable. Vaccination against COVID-19 will be required for IOM personnel who are hired or otherwise engaged by IOM. As part of the mandatory medical entry on duty clearance, candidates may be requested to provide evidence of full vaccination. Consultants engaged to work on a home-based consultancy who do not need to travel do not need to provide vaccination records, regardless of the length of the consultancy contract.
  3. IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
  4. IOM does not charge a fee at any stage of its recruitment process (application, interview, processing, training or other fee). IOM does not request any information related to bank accounts.
  5. IOM only accepts duly completed applications submitted through the IOM online recruitment system. The online tool also allows candidates to track the status of their application.
