Context
Under the overall supervision of the Senior Sub-Regional Resource Management Officer (SSRRMO) and under the direct supervision of the Sub-Regional Resource Management Support Officer (SRRMSO) the incumbent will reinforce the resources management department and will be specifically responsible for providing technical assistance to IOM missions in the European Economic Area+ (EEA+) in financial, budget & reporting aspects for all funding sources. The Senior Finance Associate will also support the financial management of the SRO Brussels implemented projects and will verify the application of and compliance with the financial and administrative rules that apply to the projects assigned.
- Review budgets, budget amendments, and reports for projects and proposals within the EEA+ Sub-Region, in strict coordination with the involved Country Offices, Regional Offices and IOM central services as applicable;
- Provide first-line support and technical guidance to the IOM Country Offices in the EEA Sub-Region on related financial and administrative subjects for all funding sources to verify that IOM rules and procedures are consistently applied while also adhering to donors’ rules and regulations;
- Maintain effective liaison with relevant field missions, in particular in the EEA Sub-Region for all funding sources, and project coordinators, in order to obtain accurate, consistent and standardized financial information for all purposes;
- Provide general advice to project development officers, project managers, and Resource Management Officers on finance matters (budgeting, monitoring, revision, reporting, etc.) as well as on contractual conditions related to donor requirements for all funding sources;
- Verify that IOM financial regulations, as well as of EU or other donors’ regulations applicable to SRO-implemented projects assigned, are correctly applied to all financial transactions and that the project’s financial transactions are entered into the IOM accounting system;
- Train, prepare, and distribute administrative and financial instructions to IOM Country Offices and colleagues that are involved in the SRO-managed projects, verifying the application of IOM’s and donors’ regulations;
- Closely monitor, on a regular basis, budgets versus actual financial data in relation to the implementation of the projects;
- Contribute to the development of annual budgets; develop and implement project budgeting and forecasting systems in coordination with project implementation team and the involved IOM field missions and advise the Project Managers on the need to redistribute budget lines, and/or prepare Budget Revisions to donors;
- Provide standard financial reporting submissions to donors, including budget revision, account reconciliations, required co-funding reporting, as well as other financial information in a timely and accurate manner;
- Verify compliance with procurement process for goods and/or services, including contracting conditions in line applicable rules;
- Maintain proper and systematic filing of all validated financial and administrative documents vis-à-vis adequate administrative and financial control and future audit;
- Provide general support to the team in the absence of the other colleagues in the Resources Management Division and provide support to the EEA+ Cos in the absence of the SRRMSO;
- Undertake duty travel related to the above responsibilities, as required;
- Perform other related duties as may be required
Education
- Bachelor’s degree from an accredited academic institution, in Finance, Accounting, Business Administration or a related field with a minimum of 5 years of relevant professional experience;
OR
- High School Diploma with a minimum of 7 years of relevant professional experience in the above fields;
Professional certifications such as a ACCA, ACMA, Chartered Accountant or Certified Public Accountant would be a distinct advantage.
Experience
- A minimum of 5 years of relevant proven working experience in one or more of the following fields is required: business administration, accounting, financial reporting and budget tracking;
- Proven knowledge of the functioning of EU funding mechanisms relevant for EU member states and related financial rules and procedures is an advantage;
- Experience in designing and delivering trainings and/or proven experience in providing guidance on issues such as financial management of donor-funded projects, project budgeting and reporting, procurement, financial sustainability analysis, and similar, is an advantage;
Skills
- High level of computer literacy, in particular in Excel and computerized accounting systems is required;
- Ability to identify and communicate clearly key messages, provide guidance, problem-solving, and service orientation skills are required;
- Advanced reporting skills is desirable: Ability to review a variety of data, identify and adjust data discrepancies;
- Knowledge of SAP/Oracle or another accounting software is an advantage.
Languages
For all applicants, fluency in English is required (oral and written).
Working knowledge any other EU language is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
