Organizational Setting and Reporting Relationship
The position of Senior/Principal Planning and Policy Specialist is assigned to the Strategy, Policy and Business Process Division (SPBP) within the Strategy, Policy, and Partnerships Department (SPD). You will be based at our Headquarters in Manila, Philippines.
You will report to the Director, SPBP, and will supervise National Staff and Administrative Staff.
Your Role
As a Senior/Principal Planning and Policy Specialist, you will lead efforts on: (i) strategy and policy development, coordination and dissemination; (ii) operations coordination and monitoring activities to foster alignment of operations with medium to long term directions and strategies; (iii) efficient applications of ADB policies and procedures and update of the operations manual; (iv) aligning ADB work with broad policies, principles and goals.
You will:
- Lead strategic planning and policy coordination on various topics and areas
- Provide guidance and lead in the formulation and review of strategy, planning and policy papers, and offer innovative ideas on related development, organizational and other complex issues
- Lead and provide contributions to ADB’s interagency cooperation with other multilateral development banks and other development partners with a focus on issues relevant to SPD’s work (e.g. innovative development solutions, corporate strategy, country partnership strategies, modalities and products, efficient business processes, etc.)
- Provide leadership for the formulation and review of policies, operational manuals and procedures such as Result-Based Lending policy
- Lead and undertake initiatives assigned to the SPD and action plans
- Oversee and ensure support to Management and the Board of Directors on strategic planning issues
- Participate in committees, working groups and task forces assigned to SPD
- Lead in knowledge sharing and dissemination to increase awareness and knowledge in ADB about strategic and policy initiatives
- Act as a resource person for internal training and external briefings on ADB policies
- Supervise the performance of reporting staff, providing clear direction and regular feedback.
- Provide coaching and mentoring to teams and individuals to ensure their ongoing learning and development.
Qualifications
You will need:
- Master’s Degree, or equivalent, in law, economics, finance, business, public administration or related fields. Alternatively, a university degree in related field combined with additional relevant professional experience can be considered.
- At least 12 years of combined professional experience, with excellent knowledge of development conditions including international work experience and experience in Result-Based lending.
- Extensive knowledge of strategic objectives, priorities, and operational procedures of ADB or similar multilateral development institutions;
- Ability to collaborate with all ADB departments to effectively develop a coherent ADB-wide approach to various strategic positions.
- Ability to effectively operate as part of a team and to coach team members to develop their capabilities and potential.
- Written and verbal proficiency in English and local language.

Additional Information
ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference.
