JOB DESCRIPTION

Background:

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights, and services in political, social, and economic life, and combat gender stereotypes, discrimination, and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, and other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

In the area of ending violence against women and girls (VAWG) and other harmful practices, UN Women supports enhancing services on VAWG prevention and protection through strengthened capacities of institutions, improved data management, better coordination, and empowerment of women and girls who are at risk of and/or are survivors of violence. Furthermore, to address the underlying root causes of VAWG and harmful practices, UN Women Türkiye works towards favorable social norms, attitudes, and behaviors at the individual, community, and institutional levels that advance gender equality and women’s empowerment. Currently, UN Women in Türkiye has a diverse and growing portfolio on Ending Violence Against Women (EVAW) which is led by a Programme Specialist, under the overall guidance of the UN Women Country Director and the direct supervision of the Deputy Country Director. Under the expanding EVAW portfolio, UN Women works in the areas of eliminating child, early and forced marriages, women’s access to justice, monitoring and coordination mechanisms for EVAW in partnership with Ministry of Family and Social Services, Ministry of Justice, and Ministry of Interiors as well as municipalities, labor organizations, civil society organizations, women’s organizations, academia and UN agencies, while also leading programmatic interventions to women and girls affected by the earthquake. “Restoring and Strengthening the Preventive and Protective Services in response to Violence Against Women affected by the earthquakes in Türkiye” (2024-2027) project under the Portfolio aims to rebuild and repair women’s shelters and Violence Prevention and Monitoring Centers (VPMCs) and enhance the technical capacities of service providers in affected regions.

Under the overall guidance of the Chief of Procurement and Travel Services and the daily supervision of the Operations Manager, with matrix reporting to and functional oversight from the Regional Procurement Analyst/Specialist, the Procurement Analyst ensures execution of transparent and efficient procurement services and processes consistent with UN Women rules and regulations.

The Procurement Analyst promotes a client-focused, quality and results- oriented approach and support:

  1. compliance with UN Women policies and regulations;
  2. effective systems to support programme delivery and growth;
  3. accountability to organizational values and principles; and
  4. an enabling workplace environment in which staff potential is maximized. The Procurement Analyst also works in collaboration with operations staff in other UN Agencies, UN Women Regional Office (RO) and HQ staff and Government officials to successfully deliver procurement services.

Key functions and accountabilities:

1. Elaborate, coordinate and implement innovative and sustainable procurement strategies and policies in accordance with UN Women rules and regulations, policies and strategies:

  • Provide professional expertise and technical support to the management of the Country Office on procurement issues and deliver authoritative clarification and briefs on the interpretation/application of UN Women Rules, Regulations and policies with respect to procurement;
  • Ensure full compliance of procurement activities with UN/UN Women strategic priorities through effective internal controls and properly used client –oriented procurement management system;
  • Elaborate/establish internal procurement Standard Operating Procedures (SOPs), map BU procurement business processes, and manage workflows in Procurement Unit;
  • Analyze procurement workflows and propose recommendations to enhance cost saving and reduction in the country Office and sub offices;
  • Follow up with internal and external audits;
  • Implement procurement management policies and strategies;
  • Contribute to the development of sourcing strategies.
  • Discuss procurement strategies and plans with projects and other stakeholders and donors to ensure mutual alignment;
  • Conceptualize, elaborate and implement strategic procurement in the BU including sourcing strategy, supplier selection and evaluation, quality contract management, contract administration, contract appraisal, cost-reduction strategies, customer relationship management, e-procurement, and performance measurement.

2. Manage and guide the efficiency enhancement of procurement processes for Turkiye country office:

  • Ensure timely and duly oversight of procurement plans for the office and projects and monitor their implementation;
  • Implement proper monitoring systems, mechanisms and controls for procurement processes that cover procurement processes including the preparation of Request for Quotations (RFQs), Invitation to Bids (ITBs) or Request for Proposals (RFPs), Request for Offer (RFOs) documents, receipt of quotations, bids or proposals and negotiation of certain conditions of contracts in full compliance with UN Women rules and regulations;
  • Perform delegated responsibilities in e-procurement for Purchase Orders (POs) approval;
  • Prepare the submissions to the Local (Regional or HQ) Procurement Review Committee (L/R/HQ PMRC) for Turkiye Office related procurement;
  • Implement the internal control system that ensures purchase orders are duly prepared, dispatched, and corrected on a timely basis when there are errors or other problems.
  • Implement harmonized procurement services and analyze new opportunities for joint procurement for UN agencies in line with the UN reform.

3. Support the Introduction and implementation of strategic sourcing strategy and organize contract management process for the Country Office:

  • Review/ process contracts for the CO and ensure management;
  • Develop and update the rosters of suppliers, and support implementation of supplier selection and evaluation, and quality and performance measurement mechanisms;
  • Support the establishment of Long-Term Agreements/Frameworks Agreements for more efficient category management;
  • Manage and implement e-procurement system in BU.

4. Facilitate knowledge building and knowledge sharing:

  • Provide substantive input and support to the development of training materials, webinars and other education materials;
  • Organize trainings for the operations/projects staff on Procurement;
  • Synthesize lessons learnt and best practices;
  • Participate in trainings for the operations/projects personnel;
  • Guide and implement procurement business processes mapping and the elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement;

Participate in Operations Management Team (OMT) to share information on cross-cutting areas and collaboration opportunities to achieve greater economies of scale.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Supervisory/Managerial Responsibilities: Procurement Analyst will provide matrix supervision to Procurement Assistant (SB3) in coordination with the Operations Manager (NOC).

Recruitment Qualifications:

Education and Certification:

  • Master’s degree (or equivalent) in Business Administration, Public Administration, Finance, HR, Procurement, Supply Chain Management  or other related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Procurement Certification from an internationally recognized provider such as CIPS (Chartered Institute of Procurement & Supply) is an asset;

Experience:

  • A minimum of 2 years (with a master’s degree) or 4 years (with a bachelor’s degree) of progressively responsible experience in procurement, contract management, contract administration, logistics and supply chain management, administration or a related area is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) is required;
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
  • Experience in leading a team is desirable.
  • Previous professional experience with UN and/or other international organizations is desirable.

Languages:

  • Fluency in English and Turkish is required.
