DELIVERABLES The consultant shall, under the supervision of the ESCWA SP Team and in close collaboration and coordination with MoSS and SFSD, while adhering to the agreed timelines, develop (1) a comprehensive concept note including detailed agendas for the peer-exchange component of the project (not later than 3 months after signing the contract); (2) final reports of the conducted missions to include proceedings and recommendations to the participating countries (not later than 2 weeks after each study visit), and (3) two pager synthesis report for public dissemination to reflect observations about the peer-to-peer activity(ies) and way forward (not later than 1 month after the finalization of the peer-to-peer activities) .

Duties and Responsibilities
The objective of the assignment is to conceptualize and arrange study visits and peer-to-peer meetings between for example (but not limited to) the Jordanian National Aid Fund, the Ministry of Social Affairs and Solidarity in Djibouti, and Egypt’s MoSS and/or other national and non-government stakeholders in the Arab region working on ultra-poor graduation and job-matching/upskilling of social assistance beneficiaries. The consultant is expected to do the following: 1) Develop a comprehensive concept note including detailed agendas for the peer-exchange component of the project; 2) Conduct technical preparation/comprehensive arrangement and coordination with concerned stakeholders on the study visits, aiming to adapt the pilot test approach used in Egypt to the Jordanian and Djiboutian context. 3) Draft the final reports on the missions to include proceedings and recommendations to MoSS in Egypt, the Ministry of Social Development in Djibouti, and the NAF in Jordan (and possibly MoSD in Djibouti) regarding the ultra-poor economic empowerment/graduation programmes. 4) Undertake other necessary tasks/activities for a successful outcome. 5) Collaborate and coordinate with other consultants and experts engaged in the context of the above-mentioned project.
Qualifications/special skills
A first-level University degree in management, business administration, political science, sociology, social sciences, economics, or other related academic background is required. A master’s degree is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 3 years of proven experience of working with social protection and related matters is required. Other relevant experience, relating, for instance, to social assistance and graduation, and organizing consultative processes involving ministries and other stakeholders, is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
