JOB DESCRIPTION

Org. Setting and Reporting
On 29 May 1948, the United Nations Security Council, in its resolution 50 (1948) called for a cessation of hostilities in Palestine and established the first peacekeeping mission headed by a UN Mediator with the assistance of a group of military observers to be known as the United Nations Truce Supervision Organization (UNTSO). UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO’s mandate covers five countries, including Egypt, Israel, Jordan, Lebanon, and the Syrian Arab Republic. This position is located in the Security Section at Observer Group Lebanon (OGL). The Field Security Assistant at this level reports to the Chief Security Officer or to Deputy Chief Security Officer through Area Security Officer (ASO).
Responsibilities
Within limits of delegated authority and depending on location, the Field Security Assistant will carry out the following duties: Coordinates the opening, closure and entry into buildings to ensure security of the mission premises and issues building passes as appropriate. • Manages all aspects of the administration and work of security guards and watchmen. • Conducts routine patrols and/or sector patrols to check security of buildings, personnel, equipment and adherence to rules and regulations. • Ensures receipt, recording and appropriate actions are taken on information received through all communication means. • Coordinates monitoring and control of communications network to ensure security and discipline. • Ensures adherence to computer and information security guidelines. • Ensures close cooperation with the mission IT section to facilitate the implementation and maintenance of all technically related matters that are necessary for a secure IT network environment. • Conducts periodic security assessments and Ad-Hoc Security Risk Management (SRM) surveys of offices and other mission facilities to identify weakness and proposes possible solutions. • Conducts investigations as directed by ASO and prepares comprehensive reports and recommendations on accidents and incidents involving UN personnel, installations and equipment. • Liaises where necessary with designated host government security, safety and emergency personnel at the working level to facilitate fact-findings and recommendations. • Exchanges security related information with mission components at the working level and UN agencies in the same area to ensure an awareness of the current security issues, as needed. • Conducts Security Risk Management and threat assessments and comprehensive site surveys. Conducts, route assessments and ensures safety and security of VIP’s during their visits in OGL and LOB. • Conducts Ad-Hoc SRM for UN locations and/or OGL Patrol Base West and Patrol Base East. • Conducts Residential Security Measures inspections. • Prepares and provides security briefings, written security advice and recommendations to the Mission hierarchy. • Assist ASO and/or manages the implementation of warden system and conducts headcounts as required in the absence of ASO. • Produces incident-based security and travel advisories. • Prepares quarterly and other routine security reports. • Performs shift duties (to include afternoons, mornings and nights), and any other duties and responsibilities as may be required and so assigned by the ASO and or Chief Security Officer or his designated official.

Education
High school diploma or equivalent is required. Training in military or police procedures and practices and self-defense techniques is required. Training in martial arts and/or specialized security practices is desirable.
Job – Specific Qualification
Manual driving license is required Armored vehicle driving license is required Certification in any of the following is desirable: Local Security Assistant (LSA), Security Certification Programme (SCP), Individual First Aid Kit (IFAK), Safe and Secure Approaches in Field Environment (SSAFE), please attach a copy of the certificate. Experience in Residential Security measures inspections is desirable Knowledge of Close Protection practices and conducting security route recce assessments is desirable Training in military or police procedures and practices and self-defense techniques is required. Training in martial arts and/or specialized security practices is desirable.
Work Experience
A minimum of seven (7) years of progressively responsible security experience with a local, national or private police, security or fire brigade organization is required. The minimum years of relevant experience are reduced to five (5) for candidates who possess a first-level university degree or higher. Experience and knowledge with the UN peacekeeping missions or other international organizations’ security service is desirable. Experience, knowledge/background in Operational Planning including Route Assessments is desirable. Experience, knowledge on basic Traffic Accident Investigation procedures and practices is desirable Experience interacting with Host Government entities is desirable
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English is required. Fluency in spoken and written Arabic is required.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
