JOB DESCRIPTION

OBJECTIVES OF THE PROGRAMME

The purpose of the position is to ensure programmatic coherence and integration of work supported by teams in different functional areas of the Department. Drawing on thematic commonalities and promoting collaboration among different teams, technical experts and different areas of specialization, the position is identifying overlaps, gaps, and possibilities in pursuing a more effective pogramme delivery on issues of a cross-cutting nature. The position carries a delivery role beyond the serving role which the incumbent can directly control in his/her immediate team. The Cross-Cutting Lead will propose and implement project specific, tailormade solutions and mechanisms in a collaborative cross-disciplinary approach, `connecting the lines` of the various areas of specialization covered by the Department. The position is tasked to play a crucial role in overcoming silo-mentalities and bringing a more impact-focused culture to the work..

DESCRIPTION OF DUTIES

Summary of Assigned Duties;

Identifying gaps, overlaps, opportunities and possibilities among the thematic issues across the entire Department the position addresses issues of a cross-cutting thematic functionality, drawing on own expertise and that of technical specialists working in the various teams and units.

Focus on issues of a cross-cutting nature in the role of a thematic lead and project manager for the areas of responsibility.

Serve as lead for and form as required project-limited fluid groups of technical specialists; provide input on performance evaluations of these staff across as regards the cross-cutting topics and projects.

Develops and proposes technical delivery strategies for implementation of cross-cutting results, products, initiatives through liaising with Regional and Country counterparts, providing advice in to both ends on strengthening and improving technical capacity of target clienteles.

Represent specific thematic (cross-cutting) areas of the Department and or the Director internally and externally when- and where required, serving as the technical reference point among the peer community and within WHO and external interlocutors.

Provide technical expertise to health cluster department in implementing shared vision for collective, gender-sensitive, inclusive accountability through a comprehensive research agenda; wide-reaching data-driven initiatives and accessible training for health care actors on key thematic issues; awareness-raising for communities of their rights and resources; and enabling access for the most vulnerable community members to health care.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree (Master’s degree) in anthropology ,social sciences, public health, sociology.

Experience

Essential: At least seven years of relevant experience with proven international exposure in coordination and/or management of programmatic activities, ideally with or in an International Organization, including experience in the area of health/technical policies and strategies. Demonstrated experience managing human and financial resources. Demonstrated experience at the international level.

Mature people skills and the ability to mobilize staff and motivate teams to group on thematic issues. Proven portfolio/project management skills inthe area of leading project teams, instilling a results-focused way of working. Ability to think and operate` outside-of-the-box`, with a sensitivity to spot gaps, overleaps, opportunities and to formulate approaches addressing these. Technical expertise in at least one of the thematic areas covered by the Department .Skills in the planning and coordination of multidisciplinary health/technical programmes. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3119 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
