Duties and Responsibilities
The Sustainable Development Goals are a complex and ambitious framework for transformative change. ESCAP supports monitoring, reviewing, and following up on the sustainable development goals through its work on statistical capacity building and analytical tools and methodologies to support regional, national, and sub-national tracking of SDG progress. The government of Papua New Guinea has communicated its intention to undertake a Voluntary National Review to be presented at the High-Level Political Forum in 2025. Therefore, it has requested ESCAP’s technical support in gathering relevant statistical data and analyzing the country’s achievements since 2015. The analysis will be the evidence centerpiece for the VNR. Additionally, the government would like to establish a working group on data and statistics for the SDGs, localize the SDG indicator framework to monitor and assess sustainable development at local or regional levels, and develop a national SDG progress dashboard using a free digital tool. In this context, the Project Coordinator will support the government of Papua New Guinea, under the technical guidance of the ESCAP Statistics Division and in coordination with the UN Resident Coordinator Office (RCO), and relevant government entities, by selecting relevant indicators, preparing datasets, analyzing data, and communicating the results to be used in the VNR process and report. Under the responsibility of the head of the Statistical Data Management Unit (SDMU), Statistics Division, the contractor will be responsible for: a) In coordination with the National Statistics Office, Ministry of Planning, and other line ministries, collate data for SDG indicators applicable to Papua New Guinea b) Utilize ESCAP’s National SDG Tracker to analyze the data and create dashboards c) Facilitate stakeholder consultations to review and validate analytical results d) Provide inputs on the use of data in the VNR report e) Support ESCAP in organizing capacity building workshops to enhance SDG data exchange and analysis f) Support the localization of SDG indicators and making data available on an online dashboard.
Qualifications/special skills
Bachelor’s degree in data science, statistics, economics, computer science, or a related field is required. A Master’s degree is an advantage. A minimum of five years of working experience in information management, data analysis, econometrics, or statistics research. Working experience with the United Nations and the Government of Papua New Guinea is desirable. Experience in SDG indicators and data analysis is desirable. Practical experience in SQL, R script, and/or Tableau is an advantage.
Languages
Fluency in English is required. Knowledge of another UN official language is an advantage.
