BACKGROUND AND PURPOSE OF THE ASSIGNMENT/ORGANIZATIONAL CONTEXT:

Burkina Faso, a low-income, landlocked country in West Africa, is home to approximately 20.4 million people. Since 2018, the food security situation has significantly worsened due, leading to a sharp rise in forced displacement and exacerbating an already critical situation.

Despite agriculture being the primary livelihood for over 80 percent of Burkina Faso’s population, the country faces a significant food deficit, while 40 percent of the population live below the poverty line. WFP’s work in Burkina Faso focuses on combatting malnutrition and food insecurity, promoting education, enhancing farmers’ resilience, and strengthening national food systems.

In this context, WFP works with a variety of stakeholders, including the authorities, government donors, local and international media, etc, to maintain its position as the partner of choice in a dynamic operational context.

JOB PURPOSE:

The Government Partnerships Officer will drive WFP’s engagement with key stakeholders, including governments, donors, and private sector partners, to secure funding and build strategic collaborations. They will identify opportunities for new partnerships, manage existing relationships, and ensure that WFP’s work aligns with partner priorities. The role involves preparing high-quality proposals, reports, and briefings to enhance WFP’s visibility and advocate for its mission. Additionally, the officer will work closely with internal teams to ensure partnership goals are met and effectively communicated.

ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive):

  • Implement the work plan for an assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.
  • Proactively contribute to a partnerships portfolio, including partner profiling, data/trends analysis and outreach activities, with the aim to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner visibility and that partner conditions are met.
  • Use data to propose options to managers to expand support from existing partners and to scope new partners, guided by programmatic assessment and context-specific analysis, with the aim to enhance the impact of WFP’s work and diversify the resource base.
  • Gather and share partner intelligence (including forecasting), using key information systems (e.g. Salesforce, WINGS, WFPGo).
  • Proactively contribute to partnership opportunities, soliciting contributions, providing donor stewardship, forecasting, negotiating changes, and assessing results to maximize resources raised.
  • Represent WFP at meetings at appropriate levels, advancing the partnerships strategy and objectives, and building support for WFP activities; Lead and support negotiations for contributions and partnership agreements, aligning with internal policies and external regulations to secure advantageous outcomes for WFP.
  • Solicit inputs from other functional entities, Regional Bureau (RBs) and Country Offices (COs) on WFP’s programmatic offering that can gain traction with individual partner audiences, Conduct analysis and draft quality briefs in support of outreach opportunities.
  • Gather socio-political insights to support WFP’s effective positioning vis-à-vis national governments, regional and international institutions with the aim to influence the policy agenda.
  • In the context of the UN system and multilateral fora, support the development of partnerships and joint events with member states, civil society and intergovernmental organizations to advocate for the Sustainable Development Goals (SDGs) and Zero Hunger on the global agenda and advance WFP priorities and objectives, based on a basic understanding of member states’ dynamics and interests.
  • Provide inputs to partnerships strategies, including the development of Partnership Action Plans; Draw up quality partner proposals and reports by engaging with other WFP entities and external stakeholders.
  • Contribute to the preparation of strategic agreements, joint strategies and Memorandums of understanding (MOUs) in order to promote the SDGs and Zero Hunger on the national, regional and global agenda and to reach advantageous outcomes for WFP.
  • Facilitate corporate dialogue with partners through networking and information sharing; Cultivate and maintain effective relationships with representatives of donors through appropriate channels, participating in regular donor meetings.
  • Proactively highlight strategic issues to senior managers and propose options for the best course of action to nurture trust and partnership growth.
  • Contribute to preparedness actions, providing technical recommendations and guidance, and monitor defined risks.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Maintaining donors informed and briefed on WFP operations by organizing constant updates and donor briefings.
  • Producing high-quality proposals, donor reports, presentations and quality briefing materials, ensuring donors remain appraised of WFP activities.
  • Ensuring partner visibility and that partner conditions are met.
  • Supporting in drafting high quality briefing for the management, ensuring a high level of consistency and accuracy, on statements, newsletters, presentations, website content, briefings, articles, talking points, key messages, and other written communications
  • Supporting the collation and dissemination of political and humanitarian analysis pertaining
  • WFP current or future responses and donors’ trends and preferences to ensure coherence and quality of performance information.
  • Serving as focal point for exchange correspondence with CO, RB, HQ for the query related to contribution extension requests related to its donor portfolio.
  • Gathering and sharing partner intelligence (including forecasting), using key information systems (e.g., Salesforce).
  • Providing tailored support to programme team, and the Budget and Programming unit in what relates to funds management and budgeting.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications, or any other relevant field

Experience:

  • At least five (5) years of post-graduate professional working experience in developing government & corporate strategies, multi-stakeholder partnerships, design & management of resource mobilization processes & strategies, creation of external communication & briefing materials, etc.
  • Experience in large scale/complex emergency environments.
  • Experience working in international humanitarian and/or development field

Languages:
