Org. Setting and Reporting
The Human Resources Section (HR) in the Division of Programme Support (DPS) at ITC aims to have the right people with the appropriate skills and competencies to achieve its strategic and operational goals while providing an enabling and supportive work environment. The HR Section covers all areas of talent acquisition and development, HR administration, and data management and analytics. HR serves as an active listening partner throughout the Organization to ensure it is providing value-added services to meet its corporate mandates and priorities.
Responsibilities
Under the direct supervision of the Senior Human Resources Officer of HR Operations and overall guidance of the Chief of Human Resources, the Associate Human Resources Officer (HR Talent Acquisition and Development team lead) will be responsible for the following duties: – Provides advice and support to managers and staff on human resources related matters related to recruitment and learning and development. – Keeps abreast of developments in various areas of human resources. Recruitment and placement – Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules. – Coordinates with client offices in identifying upcoming vacancies. – Prepares job openings, reviews short-listed applications, and provides advice on the assessment options and process. – Reviews recommendation on the selection of candidate by client offices. – Prepares and presents cases to central review bodies. – Serves as ex-officio in interview panels. – Monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions related to recruitment and learning and development. Staff development, career support training and performance management – Manages, identifies and analyzes staff development and career support needs and designs programmes to meet identified needs. – Provides induction orientation and briefing to new affiliate personnel. – Prepares trainings, monitors compliance, and provides guidance to managers on performance management. Other duties – Prepares classification analysis of jobs in Professional and General Service and related categories. – Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review. – Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. – Performs other duties, as required

Education
Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area is required. A first-level university degree in combination with two additional qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of two years of progressively responsible experience in human resources management, administration or related area is required. Experience in talent acquisition is desirable. Experience in implementing and managing use of a global recruitment platform is desirable. Experience in job classification is desirable. Experience in an Enterprise Resource Planning (ERP) system in the area of HR management is desirable. Experience in learning and development is desirable. Experience in the UN system is desirable.
Languages
Fluency in English is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
