Result of Service
The role of the Consultant will be to provide substantive support to the Programme Management Unit in the following outputs: (i) Coordinate the implementation of the programme throughout its deliveries; (ii) Elaborate working papers and concept notes in regard to Member States/Field/HQ requests for: production/localisation of new modules/courses, upgrade of CBT in eLearning centres, etc. This task may require the Consultant to travel to project sites; (iii) Develop eLearning Storyboards and related training materials (iv) Liaise with relevant counterparts in the delivery of digital capacity building activities; this task will be carried out in collaboration with other project and field staff, national focal points (v) Guide users in navigating, accessing and utilising the eLearning platform effectively; (vi) Coordinate help-desk support (vii) Monitor, assess, identify solutions and reporting of possible improvements of the project and assist the Programme Coordinator in the elaboration of various strategical papers.

Duties and Responsibilities
The United Nations office on Drugs and Crime (UNODC) experience shows that capacity building is a key factor in enhancing Member States’ ability to tackle drugs, crime and terrorism in all their aspects. The knowledge gap between countries is often wide and growing due to the unbalanced economic and social growth as well as the lack of international cooperation and coordination. This situation is not only between countries but within them, including some of the most prosperous. In June 2010, the global project GLOU61 UNODC Global Integrated (e)Learning and Innovation Programme– making the world safer from drugs, crime and terrorism – was approved. This project aims at addressing the shortcomings and lessons learned from the past with a focus on sustainability, monitoring and evaluation while continuing as funding allows for the design, development and delivery of standardised learning tools to be reachable by any public official, in any working conditions and location, in order to reduce barriers to accessing knowledge and to promote cooperation. The incumbent will work under the direct supervision of the GLOU61 Project Coordinator and under the overall guidance of the Chief of the Justice Section (JS/DO) at UNODC HQ in Vienna and other locations as required, and will closely work with the team and other staff involved in implementation of GLOU61. The Consultant will be required to: – Liaise with respective counterparts on the delivery of digital capacity building activities; – Develop eLearning Storyboards and related training material – Develop and prepare comprehensive working papers and reports related to the programme’s status and future development; – Respond in an efficient manner to recipients and eLearning training centres for correct implementation of capacity-building activities; – Perform other related tasks if required.
Qualifications/special skills
Advanced university degree in education, social sciences, political studies, international relations, communication or related fields is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 2 year of professional/study experience in the field of Political Science, International Relations, social science, or any related areas, is required. Excellent analytical, planning, and organizational skills are required. Knowledge and experience of the UN System, and preferably of UNODC structure and programmes, is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (written and oral), is required. Knowledge of another official United Nations language is an advantage.
