JOB DETAIL

Mission and objectives

UNOPS mission is to serve people in need by expanding the ability of the United Nations, governments and other partners to manage projects, infrastructure and procurement in a sustainable and efficient manner. Within these three core areas of expertise, UNOPS provides its partners with advisory, implementation and transactional services, with projects ranging from building schools and hospitals, to procuring goods and services and training local personnel. UNOPS works closely with governments and communities to ensure increased economic, social and environmental sustainability for the projects we support, with a focus on developing national capacity. Working in some of the world’s most challenging environments, our vision is to advance sustainable implementation practices in development, humanitarian and peacebuilding contexts, always satisfying or surpassing partner expectations. With over 8,000 personnel spread across 80 countries, UNOPS offers its partners the logistical, technical and management knowledge they need, wherever they need it. A flexible structure and global reach means we can quickly respond to our partners’ needs, while offering the benefits of economies of scale.

Context

In Indonesia, UNOPS implements activities in coordination and partnership with the Government of Indonesia and other stakeholders to provide capacity building, policy development, technical expertise, knowledge enhancement and stakeholder coordination to improve the delivery of several programmes advancing SDG13. UNOPS is engaging with Ministries and Government Agencies, donors and partners on various initiatives in Indonesia, including on Fund Management, Programme Management, Procurement, Infrastructure, Environment, Climate Change, and Energy. Among the projects UNOPS Indonesia coordinate, there are the Climate Village programme /Program Kampung Iklim (PROKLIM) and the UN Global Pulse Initiative. The PROKLIM has been led by the Ministry of Environment and Forestry of The Republic of Indonesia (MOEF), since its inception in 2012. As of 2016, PROKLIM has become a strategic programme and a national movement for community-based climate change control in Indonesia. PROKLIM is one of MOEF’s priority programmes to respond to the impacts of climate change at ground level. The programme encourages the active participation of multiple stakeholders to increase community resilience, the impact of climate change and the reduction of GHG emissions. These include multi-stakeholder collaboration and partnership between governments, local communities, local businesses, NGOs, private companies, academia and financial institutions. In this framework, UNOPS is assisting the Government of Indonesia in effectively expanding PROKLIM’s coverage as well as strengthening sustainable livelihood activities. This project, funded by the Temasek Foundation, intends to implement its activities in 100 villages across 10 districts in South Sumatra. UN Global Pulse is an initiative launched by the United Nations Secretary- General in 2009 to harness the power of big data and advanced analytics for sustainable development and humanitarian action. Its primary mission is to use data innovation and analysis to address global challenges, including poverty, climate change, and health crises. UN Global Pulse operates as a lab that conducts research, develops data analytics tools, and collaborates with governments, UN agencies, and other partners to utilize data-driven insights for policy and programmatic decision-making. UNOPS is coordinating the project and assisting the UN Global Pulse team in the implementation of their activities, providing grants support, HR coverage, administrative help, and leading its procurement activities.

Living conditions and remarks

Thailand is located in Southeast Asia. The climate is tropical, with the monsoon season running from May/June through October/November. Bangkok is the capital of Thailand, and it is also the most populated city in the country. It is located in the Chao Phraya River delta in the central part of the country. Bangkok has an estimated population of 8.75 million as of 2017 (13% of Thailand’s total population), based on data from the 2010 census. Over the past decades, Bangkok has grown rapidly with little urban planning or regulation. This has led to traffic congestion and air pollution, and there is frequent flooding of streets during the rainy season in the City’s low-lying areas. The cost of living in Thailand is relatively low, as compared to many other capitals in Southeast Asia. Housing is widely available in various sizes and at various price points. Private healthcare in Thailand is of excellent standard, and there are numerous top hospitals in Bangkok, which fall far below countries like the US in terms of price. There are numerous high-quality international schools available in Bangkok, with English as the language of instruction. Bangkok has different public transportation options, including the BTS Skytrain and MRT Underground, metered taxis, mobile-based ride-hailing services (Grab, All Thai Taxi, etc.), tuk tuks, motorbike taxis, buses and boats. Overall, Thailand is a unique and beautiful country which provides for an interesting and enriching environment and also requires a mature level of cultural awareness to engage with local communities.
