Job Summary:

RTI’s Health Care Model Implementation Center (HCMI) has a Program Director opening for the Implementation Data Analysis Program. The program provides analytic data development and statistical programming expertise. Integrating a software development perspective into our analytic approach, our experienced team of programmer/analysts uses our deep knowledge with multi-source, multi-platform healthcare data to:

 

  • Lead programmer teams performing complex data aggregations and calculations on Medicare, Medicaid, CHIP, health exchange, state, and private insurer healthcare claims and administrative data involving hundreds of millions of records.
  • Work with RTI health policy analysts and U.S. federal government and other clients to implement and evaluate cutting-edge healthcare initiatives.
  • Develop innovative methods to identify, extract, structure and link complex, multi-source healthcare data to be analysis-ready
  • Develop reusable, flexible, scalable and computationally efficient analytic solutions for use across studies and platforms, to produce results that are consistent and reproducible
  • Support primary and secondary uses of healthcare data to answer healthcare questions (Value-based payment program implementation and evaluation / Quality measure implementation / Payment analytics such as risk adjustment)
  • Help with proposals in terms of informing technical aspects as well as budgeting and naming programmer staff as well as identifying potential new business.

Work location of the individual is flexible, to include telecommuters.

 

The Program Director will report to the Center Director.

Responsibilities

  • Participating in Division and Center Leadership meetings, and development of the Division and Center strategies.
  • Fostering employee growth and development by meeting regularly with each staff member to discuss ongoing work, upcoming opportunities, project, proposal, scientific stature, and workload/level of effort.
  • Performing administrative management duties, such as recruiting and orienting new employees, monitoring overhead investments, as well as guiding program manager(s) in staff management
  • Contributing to Division-wide and Center-wide management activities
  • Creating and assuring implementation of RTI’s workplace culture which is aligned with Lead Forward behaviors.
  • Working across SSES to strategize and manage the transition from SAS to open-source languages for the larger programming group and analyst community as well
  • Meeting regularly with the Center Director and functioning as a liaison and thought partner between the leadership team and program staff to ensure staff are well informed and well-prepared for upcoming client developments/technology advancements.
  • Manage staff through performance planning, development and evaluation process. Ensure staff development and
    career progression. Ensure practices in place to ensure/drive towards a high level of staff morale and retention. Guide
    promotion and succession processes.
  • As a scientific/technical manager, may write and review proposals or portions of proposals. Participate in business
    development activities including meetings with prospective clients. Identify strategic opportunities for function and work with business development to market these opportunities.
  • As a scientific/technical manager, may lead or support appropriate part of complex projects; mentor staff in project
    leadership
  • Maintaining transparent communication.
  • Addressing conflicts or issues as they arise, escalating as necessary.
  • Being forward looking and receptive to new processes; helping staff understand and buy-in to changes/refinements.

Qualifications:

Minimum Qualifications:

 

  • PhD with at least 10 years of relevant experience; or Master’s degree with at least 14 years of relevant experience; or Bachelor’s degree with at least 18 years of relevant experience.
  • Strong track record of SAS and SQL programming on projects that focus on program implementation, outcome evaluations, and/or quantitative analysis.
  • Extensive experience analyzing healthcare claims data, and experience with different types of health care data.
  • Understanding of Medicare, Medicaid, or commercial payment methodologies.
  • Experience managing project programming teams, such as in a Lead Project Programmer role.
  • Experience managing or leading complex programming tasks on projects for federal agencies (CMS, CDC, and/or FDA preferred).

Preferred Qualifications:

 

  • Experience with administrative management of programming or other staff, such as in a Program Manager role or equivalent, preferred.
  • Experience managing groups of research staff who focus on programming, quantitative methods, data science, statistics, and/or software development preferred.
  • Familiarity with Center for Medicare & Medicaid Services computer systems, data (particularly Medicare, Medicaid, or health exchange data), and technical directions preferred.
  • Experience with designing provider feedback reports, including data elements, graphical layout, dashboards.
  • Experience developing shared programmer resources such as code and data repository.
  • Experience developing automation algorithms for efficient report generation and validation
