Position Description
The USAID/Bangladesh’s Strengthening Local Level Health Systems (SLLHS) Activity is a project managed by a consortium, where icddr,b is the “Country Anchor Partner”. SLLHS is supported by USAID with a vision to develop a health system in Bangladesh that can enable universal health coverage (UHC) by delivering high-performing, responsive, equitable, resilient, and adaptive services, that are effectively planned for and managed by skilled and accountable district and upazila health managers.
Working under the SLLHS Activity and reporting to the Assistant Programme Manager, the Programme Officer will be responsible for program implementation in the field sites by coordinating with project management, GoB, NGOs, local stakeholders, or USAID-supported other implementing partners.
Specific areas of responsibilities are outlined below:
- Work in a team to prepare an implementation plan and performance monitoring framework to track progress against timelines and take corrective actions;
- Support testing, piloting, and implementation of the Health Systems Improvement Plan (HSIP) toolkit at the district and upazila level;
- Support formation of the local level teams for the development of local HSIP;
- Assist local health authorities in organizing a series of workshops to develop local HSIPs based on epidemiological and health systems gap analysis;
- Track the level of HSIP implementation at the district and upazila level and share findings with the Assistant Program Manager, Program Manager, Senior Advisor (HSS), and other leaders and seek inputs;
- Represent the project at the district or upazila level and work to build rapport with all the stakeholders in the assigned district or upazila from time to time;
- Coordinate with local health and non-health managers, NGOs, CBOs, and relevant stakeholders;
- Collaborate with monitoring, evaluation, and learning teams to support implementation monitoring to ensure efficient project implementation;
- Prepare monthly and quarterly reports for submission to project leads;
- Provide comments and follow-up to ensure correct data are reported;
- Compile all data to be submitted to the donor quarterly;
- Critically assess data quality and address errors.
Required qualifications and experience:
- Master’s degree in Social Science or any relevant discipline with good academic records from a reputed University;
- 3 years of working experience in the field of public health or project implementation. Experience in working under USAID-supported projects will be an added advantage;
- Must be willing to work at the District level.
Location: MCHD field site
Contract Type and Duration:
- Fixed Term Agreement; duration will be 1 year with a possibility of extension subject to availability of funds and performance.
Salary & benefits:
- Annual Tk.7,18,800/- inclusive of house rent and conveyance allowances and other admissible benefits;
- 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival allowance, contributory healthcare support including dependent spouse and children, group life insurance, and subsidized canteen. Transport and daycare facilities are subject to space availability.
