OBJECTIVES OF THE PROGRAMME

Objectifs du programme et objectifs strategiques immediatsLes Unites de Gestion et de Soutien Administratif ont ete mises en placedans la structure organisationnelle de l’OMS pour fournir un appui auxresponsables des programmes et aux staffs afin qu’ils assument pleinement leursresponsabilites dans l’environnement GSM et pour assurer la conformite avec les politiques organisationnelles, procedures, regles et reglements sur toutes lesquestions administratives, financieres et d’operations dans le cadre du systemede planification des ressources d’entreprise (ERP).

DESCRIPTION OF DUTIES

Resume des taches assignees (decrire ce que le/la titulaire du poste doit faire pour atteindre les principauxobjectifs)L’Assistant aux achatse t a l’approvisionnement rend directement compte a l’Administrateur Charge desoperations et apporte son appui technique aux gestionnaires et aux staffs dans la gestion des transactions du GSM dans les domaines suivants : Assister le Bureau pays dans la preparation des plans d’achat; Appuyer la mise en œuvre des activites liees a l’approvisionnement dans le respect des regles et procedures en vigueur ; Elaborer en rapport avec les unites techniques concernees, les documents d’appel d’offres et cahiers des charges conformement aux besoins des programmes. Proceder a la publication des appels d’offres du bureau t au contact des fournisseurs pour les appels d’offre restreints. Apres une selection de marche, initier les correspondances aux fournisseurs ayant soumissionnes aussi bien les fournisseurs selectionnes que ceux non selectionnes. Traiter les requetes d’analyse des couts (Price estimate) pour les achats d’articles et de services hors catalogue si les prix des articles demandes ne sont pas disponibles. Initier les requisitions dans le systeme GSM et BMS. Initier et mettre a jour les demandes pour approvisionnement en biens et services. Effectuer les briefings reguliers aux membres du Comite local d’achat de biens et Services et des membres du personnel sur les procedures d’achat ; Accuser de reception des paiements des biens et services dans le GSM. Faire le suivi avec l’Unite des finances pour le reglement des factures des fournisseurs Tenir a jour la base de donnees des fournisseurs ; Gerer le processus de creation des fournisseurs et assurer l’evaluation trimestriel et annuel des fournisseurs. Produire les statistiques des achats des biens et services du bureau de maniere trimestrielle; produire le rapport annuel sur les achats des biens et services, tenir a jour et correctement classes les archives de tous les achats de bureau. Apporter un appui au denouement des requisitions a probleme ; S’acquitter de toute autre tache qui pourrait lui etre confiee dans le cadre de sa competence.

REQUIRED QUALIFICATIONS

Education

Essential: Educations (Qualifications) Essentielle : Diplome d’etudes secondaires suivi d’une formation en administration et Gestion.
Desirable: Souhaitable : Bac 2 en Administration et en gestion.

Experience

Essential: Essentielle : Au moins 08 annees d’experience dans une institution publique ou privee reconnue.
Desirable: Souhaitable : Experiences dans la gestion des approvisionnement et achats au sein des Agences du Systeme des Nations Unies serait un atout.Une experience dans les systemes bases sur Oracle ou un autre systeme similaire a ERP est un atout.

Skills

Le titulaire du poste devra faire preuve de maitrise, actualiser ses competences dans l’utilisation de la technologie moderne de bureau par le biais des cours internes, sur le tas ou l’auto-formation. Il/elle se tient au courant des changements dans le Bureau pays, le groupe organique et l’OMS pour etre en mesure de briefer et expliquer les procedures aux autres membres du personnel.Capacite a planifier, organiser, coordonner etmettre en place des intrants provenant de plusieurs sources pour exprimer desidees de facon claire et concise. Conception et realisation des taches avec peude supervision. Tres bonnes connaissances de l’application Oracle ou des applications similaires (ERP) et aussi dans la nouvelle application Business Management System (BMS) ; bonne maitrise des politiques et pratiques de l’OMS.Bonne capacite a agir independamment et a juger les faits. Tres bonne aptitude organisationnelle et d’analyse. Savoir creer et maintenir des relations de travail saines avec des personnes de nationalites et de cultures differentes.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at XOF 11,715,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
