context:
Under the Public Health pillar of MHD need has been seen for a dedicated public health officer who can provide support for MHAC for disease surveillance and outbreak response as well as for the Jordan country programmes

1.Coordinate the implementation of Public Health medical programs for Health Promotion & Assistance for migrants & other relevant projects.

2.Assist the Chief Migration Health Officer in managing medical supervision for Public Health activities & health promotion, facilitating continuous assessment of health needs of the migrant population, and providing guidance to IOM health staff to meet those needs; maintain an on-going monitoring system to verify the adequacy of such service provisions, including emergency response preparedness.

3.Contribute to the development of health and migration projects/programs for the mission, in coordination with other IOM departments, addressing the issues of public health aspects related to migrants and host communities they live in.

4.Provide resource mobilization efforts by providing necessary technical & medical inputs into funding proposals with support project work plan development to ensure compliance of their implementation fidelity & timelines.

5.Build relevant internal capacities for Medical staff and consultants involved in the implementation of the project activities, ensuring responsibility is appropriately delegated and helping to through daily basis technical guidance and provision of trainings.

6.Ensure preparedness of IOM medical unit for H3 emergency & for early detection & prevention of medical crisis affected migrant Populations & supervise medical coverage of their needs.

7.Conduct tailored research regarding migrants’ health needs in order to identify new areas for relevant interventions that can improve health and social conditions for migrants at reception/detention facilities and local communities in migrant dense areas.

8.Develop and implement reporting and monitoring mechanisms of generation of regular migrant health bulletins, monthly progress data sheets on key project activities and statistical reports, ensuring timely submission to the CMHO.

9.Manage medical data with IOM data processing staff to analyze & monitor health databases and maintain medical records to assure appropriate flow of needed health data with confidentiality of health information, contribute to fraud prevention.

10.Coordinate and conduct health promotion activities for migrants’ and host communities based on the most common health elements affecting the migrants and address public health measures needed to maintain a healthy environment, in the form of outreach clinics and health events.

11.Identify capacity building needs to establish a stable referral mechanism for migrants in need of health care services at reception facilities and other migrant dense areas through the direct involvement of the MoH and other relevant partners.

12.Liaise and coordinate medical technical trainings for governmental and nongovernmental partners & other relevant agencies and build strong working relationships with key stakeholders.

13.Assist in monitoring and evaluating the activities conducted by relevant health partners including MOH, other UN agencies, local NGOs & CBOs with coordination with local/national health authorities, physicians & laboratories as needed.

14.Regularly review services from a gender perspective and make recommendations to improve gender mainstreaming and gender sensitive services for all.

15.Undertake any other related duties as assigned by the supervisors.

Education
  • Master’s degree in public health or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
  • University degree in Medicine would be considered as an added advantage.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

• At least two years of professional experience in the domain of global public health and migration health related issues, including in the context of humanitarian situations with a Master’s degree, or four years with a Bachelor’s degree.
• Experience in development and management of a large and complex health programme.
• Sound knowledge of Humanitarian Medical assistance is an advantage.
• Sound knowledge of healthcare, financial and administrative management is an advantage.
• Experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures.
• Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis.

Skills

• Proven skills in coordinating multidisciplinary teams and establishing and maintaining working relations with senior government officials, UN agencies, NGOs and Donors, including familiarity with the humanitarian cluster system.

• Demonstrated ability to identify, approach, and coordinate with stakeholders of diverse backgrounds and levels of expertise.

• Demonstrated ability to supervise and direct staff and create team-oriented environment.
• Demonstrated ability and willingness to work in difficult areas/situations; and drive for results; and,
• Strong level of analytical skills and computer literacy.

Languages
  • Fluency in English and Arabic both Oral and written
  • Working knowledge French
